China News Service, July 30 (Zhongxin Finance and Economics Ge Cheng) "Turn on the air conditioner, you need to add money!" Recently, a picture of an online car-hailing car has spread rapidly on social networks.

On hot summer days, there are frequent reports of passengers arguing with drivers over air conditioners.

Behind the dispute, there are not only the discomfort of the passengers sweating, but also the helplessness of the online car-hailing driver.

Why don't some drivers turn on the air conditioner?

"Turn on the air conditioner about 1.5 more oil per 100 kilometers than without the air conditioner, and it will cost about ten yuan more." Master Zhang, an online car-hailing driver, told Zhongxin Finance, "Recently, the oil price is relatively expensive, and of course there are drivers who want to pass without driving. The air-conditioning method saves money, but it is basically in the morning and evening or when it is empty, so that passengers will not have much opinion.”

However, there are also car-hailing drivers who are not "cold" by the rise in oil prices.

Master Chen, who is also an online car-hailing driver, told Zhongxin Finance that because he drives a hybrid car, the impact of rising oil prices on him is limited.

"The fuel consumption in winter is about 4.4 liters, and the minimum in summer can be reduced to 3.8 liters. Turning on the air conditioner in summer is actually more fuel-efficient than in winter."

The electric car taxi owner Master Li said, "Although turning on the air conditioner will affect the cruising range, compared with the low temperature in winter, the cruising range of the electric car he drives is much longer." So when he was driving, the air conditioner was always on On state.

Master Zhang calculated an account for Zhongxin Finance. Taking Beijing as an example, the cost of vehicle depreciation and maintenance is about 110 yuan, the fuel cost is about 200 yuan, and the cost of eating and renting is about 100 yuan.

"I'm in the car about 12 hours a day, I can drive about 350 kilometers, and I can earn about 700 yuan. Excluding these expenses, I really don't earn much."

"For a new driver like me, the platform's commission is indeed a bit high, and it is about 30%." However, Master Zhang also said that as far as he understands, the online car-hailing platform is aimed at the old drivers with long working years and many odds. The proportion will be lower, and the high-quality orders assigned by the platform will also be more or less.

According to data from the Ministry of Transport, "At present, the upper limit of the percentage of the major platform companies for online car-hailing is between 18% and 30%."

In response to the previous issue of the opacity of online car-hailing platforms, Wang Xiuchun, deputy director of the Transportation Services Department of the Ministry of Transport, said at a press conference on July 28 that at present, all major platform companies have taken the initiative to the society through applications such as apps. Pricing rules are disclosed.

In accordance with the requirements of the Ministry of Transport's "Sunshine Action", an interface including the total amount paid by passengers, the driver's labor remuneration, the commission ratio and the calculation formula of the commission ratio is designed on the driver's side.

There is no legal basis for "adding money to turn on the air conditioner"

"Actually, it's not just the air conditioner. It's also the passengers who decide what frequency to listen to." Master Li told Zhongxin Finance, "From a regulatory point of view, the right to use many functions inside the vehicle belongs to the passengers during operation. Windows, air conditioners, and in-car audio.”

The "Regulations on the Administration of Taxi Business Services" promulgated by the Ministry of Transport clearly states that "drivers should raise and lower their windows and use air conditioners, audio, video and other service equipment according to the wishes of passengers." Local laws and regulations also stipulate this, such as "Beijing Taxi Management Measures" stipulates that "taxi drivers must meet the reasonable requirements of passengers for the use or non-use of in-vehicle service facilities and driving routes during operation."

In terms of passenger service, is there any difference between online car-hailing and cruise taxis?

In fact, one of the important references for online car-hailing industry standards, the "Online Taxi Booking Operation Service Specification" puts forward requirements in this regard: "The operation service of online car-hailing should comply with the industry standards of the "Taxi Operation Service Specification". ."

Yan Bing, director of Beijing Yuntong Law Firm, told Zhongxin Finance in an interview, "As the basic configuration of a motor vehicle, air conditioning is an inseparable part of a motor vehicle. Passengers, as consumers, pay the service fee for passenger transportation. Of course, you can enjoy all the functions and services of the vehicle

. The operator requires passengers to pay for the air-conditioning separately, which obviously has no contractual or legal basis

."

Yan Bing also said that in such a situation, in addition to refusing to pay unreasonable fees, passengers can also complain to the platform for operating the driver, and the platform will clarify the facts and deal with it in accordance with the service commitment and internal system.

At the same time, consumers can also complain and report the operating platform to the road transport authority and market supervision and management authority.

  "

In summer, there are very few drivers who don't turn on the air conditioner for passengers

, at least there are almost no drivers around me." Faced with the question of Zhongxin Finance, Master Zhang, an online car-hailing driver, replied.

"As long as the passengers need it, we will definitely turn on the air conditioner. Whether the passengers are satisfied or not depends on whether they can get good reviews on the platform. It is too important to us."

Master Zhang also said that for some passengers with special needs, they will try their best to meet the requirements.

"A few days ago, I picked up a passenger who had just undergone surgery from the door of the hospital. He asked to turn off the air conditioner." Although the weather was very hot, Master Zhang still met the needs of the passengers.

"The whole journey is about more than 20 kilometers. After being delivered to (destination), my seat was soaked with sweat." (End)
