[Explanation] During the second China International Consumer Goods Expo, the "Second China Consumer Forum" hosted by China (Hainan) Reform and Development Research Institute and China News Service was held in Haikou on July 27.

More than 300 representatives from the government, research institutions, universities, and enterprises gathered together to discuss in depth the "China Consumption Trend".

  [Explanation] Ni Qiang, Vice Governor of Hainan Province, who attended the opening ceremony of the forum, said in his speech that building an international tourism consumption center is an important support for the construction of Hainan Free Trade Port.

In the past few years, Hainan has made great efforts to do a good job in the three consumer return articles of high-end shopping, education and medical care.

The holding of the Consumer Expo will play a positive role in accelerating the construction of an international consumption center and building the Hainan Free Trade Port into a meeting point of domestic and international circulation.

  [Explanation] Zhang Mingxin, editor-in-chief of China News Service, said in his speech that in the first half of the year, China successfully dealt with the impact of unexpected factors.

In June, the growth rate of consumption "turned from negative to positive", showing signs of recovery.

In this context, how to better optimize consumption supply, smooth consumption channels, boost consumer confidence, and enhance consumption vitality has become a major topic that needs to be studied and discussed.

In this process, what role the Consumer Expo and Hainan Free Trade Port will play is also the focus of public opinion.

  [Explanation] Chi Fulin, President of the China (Hainan) Reform and Development Research Institute and President of the Free Trade Port Research Institute with Chinese Characteristics, said in his speech that stabilizing consumption lies in stabilizing consumption expectations.

At present, the weakening of consumption expectations has not been solidified, there is still room for improvement and optimization, and the trend of upgrading China's consumption structure has not changed.

Stabilizing consumption expectations focuses on structural policy adjustments.

It is necessary to improve consumption expectations as the focus of stabilizing the overall economic market, increase structural policy adjustments focusing on stabilizing market players, and introduce a package of measures to stabilize consumption expectations as soon as possible. 

  [Explanation] Zhang Yansheng, chief researcher of the China Center for International Economic Exchanges, said in an interview that consumption growth is facing new challenges under the new situation.

At present, the key to stabilizing consumption is to stabilize income first.

  The next step to stabilize the core of consumption, I think, is how to keep the wage income of ordinary people, and this part can maintain a mechanism for continuous growth.

It is probably a top priority to increase the proportion of per capita disposable income in GDP and the proportion of household consumption in GDP.

  [Explanation] The forum released a research report "Current Situation and Trends of China's Consumption Structure Upgrade", which pointed out that in 2021, the trend of China's consumption structure upgrade has not changed, service-oriented consumption has achieved a "double recovery", and its contribution to economic growth has increased. Cultural consumption, health consumption, and information consumption maintained double-digit growth, new consumption highlights such as green consumption were more prominent, and the return of service-based consumption had achieved initial results.
