A year and a half after its approval and implementation,

the Minimum Vital Income (IMV) had barely reached 40% of its

potential beneficiaries.

284,000 households with 56% of their budget, specifically, according to the Independent Authority for Fiscal Responsibility (AIReF), which this Tuesday published its first opinion on the IMV.

The Tax Authority document also indicates that "the number of requests has been high [1.5 million], especially in the first few months, but a very high percentage were rejected," the document states.

This means that "

975,000 files have been rejected

," according to the organization's president, Cristina Herrero, "mainly due to income criteria."

"In addition,

400,000 households that could receive the IMV have not yet applied for it

[57% of potential beneficiaries], a phenomenon known as

non take-up,"

continues the AIReF text.

"This phenomenon is more present among households that have some type of income and, in particular, is concentrated among those that would obtain a more limited increase in income if they were IMV beneficiaries," he adds.

Some figures, therefore, that show the

failure of the measure or, at least, that it has fallen far short

of the initial aspirations of the Government and the Social Security Minister, José Luis Escrivá.

Herrero, in the press conference in which he presented the work, did not want to qualify the result of the IMV but he did point out that "it

has only unfolded part of its potential

", and that it still has "a long way to go to be a anti-poverty tool.

He also recognized the "difficulty" of applying the measure, and wanted to acknowledge that, despite everything, the IMV is "one of the few policies that has continuous assessment."

He has also pointed out that it is not possible to know if the Minimum Vital Income has achieved the desired objectives in terms of poverty reduction because "

it does not identify the level of poverty that is to be reduced

".

"Has it contributed to the fight against poverty? Without a doubt, yes. Has it established a minimum income regardless of the territory? Also. But one of the proposals we make is to specify the objectives so that their fulfillment can be evaluated," he has explained.
