  According to statistics from the China Electricity Council, as of the end of May this year, the national full-scale power generation installed capacity was 2.42 billion kilowatts, of which non-fossil energy power generation installed capacity was 1.16 billion kilowatts, accounting for 47.9%, and coal power installed capacity was 1.11 billion kilowatts, accounting for 45.8%.

  "From the perspective of power supply factors, the stable power generation of power companies is supported." Jiang Debin said that at present, major power generation companies are in accordance with the requirements of the Party Central Committee and the State Council to "never allow power outages" to purchase thermal coal.   On the coal production side, since the beginning of this year, under the premise of ensuring safe, clean and efficient utilization, all coal-producing provinces have actively tapped the potential for increasing production, and advanced production capacity has been effectively released.

According to statistics, in the first five months of this year, the national coal output was 1.81 billion tons, a year-on-year increase of 10.4%.

Natural gas production was 92.4 billion cubic meters, a year-on-year increase of 5.8%.

Since June, the national coal output has continued to maintain a high level.

  At the same time, relevant departments have accelerated the development of renewable energy, optimized power grid scheduling, generated more hydropower, reduced coal consumption, kept nuclear power at full capacity, and promoted wind and solar power generation to full capacity and exhausted energy.

  According to the forecast and analysis of the meteorological department, the situation of water inflow in the whole country this summer is generally good, which is conducive to hydropower production.

In the first five months of this year, the national hydropower generation increased by 22.4% year-on-year, much higher than the average growth rate of 7.6% in the past 12 years.

In addition, the construction of large-scale wind power photovoltaic bases focusing on desert, Gobi, and desert areas is progressing smoothly. The first batch of projects has now started construction of more than 95 million kilowatts, and some key projects such as supporting power supply and transmission lines have been put into operation one after another. Electricity consumption will increase rapidly in the second half of the year

  "Since the current electricity cannot be stored on a large scale, the real-time balance between power generation and power consumption must be maintained, so the growth of full-scale power generation is basically the same as the growth of power consumption.   Experts said that with the improvement of the epidemic prevention and control situation in the second half of the year and the further weakening of the impact on the economy and society, the effects of various national policies and measures to stabilize growth will gradually appear. It is estimated that by the end of this year, the national installed power generation capacity will reach about 2.6 billion kilowatts, of which the total installed capacity of non-fossil energy power generation will reach about 1.3 billion kilowatts, accounting for about 50% of the total installed capacity for the first time.

The overall power production is characterized by a further improvement in power generation production capacity and a further green and low-carbon power generation installed capacity structure.

  On the other hand, according to the "National Coal Power Unit Transformation and Upgrading Implementation Plan", during the "14th Five-Year Plan" period, the scale of coal power energy saving and carbon reduction transformation should not be less than 350 million kilowatts, the scale of heating transformation should reach 50 million kilowatts, and flexible transformation should be carried out. The completion of 200 million kilowatts means that coal consumption can be saved by more than 50 million tons, and the new energy consumption capacity can be improved by more than 50 million kilowatts.

  In January this year, the National Development and Reform Commission issued the "Guiding Opinions on Accelerating the Construction of a National Unified Electricity Market System".

Over the past six months, the construction of a national unified electricity market has been steadily advanced. At present, the inter-provincial and intra-provincial medium- and long-term electricity trading mechanisms have been basically established and normalized, and positive progress has been made in the construction of inter-provincial and intra-provincial spot pilot markets.

  "In the future, my country's power market will play a more active role in promoting energy transformation, ensuring safe power supply, optimizing resource allocation, and promoting new energy consumption," Zhang Lin said.

Energy consumption dual control to "carbon dual control"

Over the past year, the national carbon market has been running smoothly on the whole, with a cumulative turnover of about 194 million tons of carbon emission allowances and a cumulative turnover of 8.49 billion yuan.

From the actual effect, with the normal operation of the national carbon market, my country's national certified voluntary emission reduction offset mechanism has played a role, and some emission control enterprises have used the national certified voluntary emission reduction to offset their quotas.

In terms of the amount of compliance, the compliance completion rate of the first compliance cycle in the national carbon market reached 99.5%, which was successfully concluded.
