  The Regional Comprehensive Economic Partnership (RCEP) has been in force for half a year, and 13 member states have ratified it.

  On January 1 this year, RCEP officially entered into force for 10 countries including Brunei, Cambodia, Laos, Singapore, Thailand, Vietnam, China, Japan, New Zealand and Australia; from February 1 for South Korea; from March 18 for Malaysia Effective for implementation; effective for Myanmar from May 1.

So far, the number of member states in which RCEP has entered into force has reached 13.

Among the 15 signatories of RCEP, only Indonesia and the Philippines have not yet entered into force.

  According to the data of the China Council for the Promotion of International Trade, in the first five months of this year, the national trade promotion system issued 43,600 RCEP certificates of origin, with more than 10,000 certificate-approved enterprises and a total of 2.082 billion US dollars of visas.   The "Investigation Report on China's Foreign Trade Situation in the Second Quarter of 2022" released by the China Council for the Promotion of International Trade shows that the level of understanding and utilization of RCEP among foreign trade enterprises has increased significantly. 17.69 percentage points; 54.38% of enterprises plan to use RCEP in the future, an increase of 2.18 percentage points from the first quarter.

  Tariff benefits from RCEP

  Mingming, chief economist of CITIC Securities, said in an interview with a reporter from Securities Daily that RCEP has a significant effect on my country's trade creation.

In the first half of the year, my country's import and export trade with RCEP member countries maintained steady growth.

From the perspective of total trade volume, ASEAN is my country's largest trading partner in the first five months of this year.

Data from the General Administration of Customs shows that in the first five months, the total value of my country's trade with ASEAN was 2.37 trillion yuan, a year-on-year increase of 8.1%.

Among them, the export to ASEAN was 1.35 trillion yuan, a year-on-year increase of 12%; the import from ASEAN was 1.02 trillion yuan, a year-on-year increase of 3.4%; the trade surplus with ASEAN was 330.92 billion yuan, an increase of 50.6%.

The trade between my country and ASEAN has become an important support for the resilience of imports and exports in the first half of the year.

  Over the past six months, many companies have benefited from the benefits of tariff preferences, simplified customs clearance, and trade and investment facilitation brought about by the entry into force of RCEP.

  Feng Yaoxiang, director of the Trade and Investment Promotion Department of the China Council for the Promotion of International Trade, said that RCEP established a free trade agreement relationship between China and Japan for the first time, and the trade promotion effect appeared quickly.

Japan has ranked first in the RCEP certificate of origin visa amount for five consecutive months, which shows that the implementation of the RCEP agreement has a very significant effect on China's exports to Japan.

  "Securities Daily" reporters learned from Beijing Customs that up to now, Beijing has benefited 770 million yuan of imported and exported goods, helping exporters to enjoy about 6.87 million yuan in tariff reductions in importing countries for 687 million yuan of goods.

  The relevant person in charge of the Beijing Customs Tariff Department said that the goods exported to Japan can enjoy different levels of tariff reduction and exemption, so enterprises are more enthusiastic about applying for the RCEP certificate of origin for goods exported to Japan.

In terms of export, Beijing Customs has promoted the certificate of origin to enter the high speed of "instant reporting, immediate review, and immediate collection" through the five-in-one convenient and beneficial measures of "self-service printing, visa mailing, evidence collection by appointment, one policy for one enterprise, and intelligent auditing". Times, greatly saving the export cost of enterprises.

In terms of imports, the import tariffs of a large number of products will be reduced to zero immediately after RCEP takes effect, and the tariffs of some products will be gradually reduced to zero in the next 10 to 20 years.

  How to make better use of RCEP

  Xiao Benhua, deputy dean of the Free Trade Zone Research Institute of Shanghai Lixin Accounting and Finance College, suggested in an interview with a reporter from Securities Daily that, on the one hand, enterprises should familiarize themselves with the preferential tariff commitments and trade facilitation measures of RCEP member countries as soon as possible, and understand the customs procedures and inspections of RCEP countries as soon as possible. The implementation of facilitation commitments such as quarantine; on the other hand, efforts should be made to increase the industrial layout with high added value and large profit margins such as product research and development, management consulting, professional design, etc. Competitiveness.

  Yu Yi, a spokesman for the China Council for the Promotion of International Trade, said that the promotion and professional training of free trade agreements such as RCEP will be strengthened to continuously increase the amount of benefits for enterprises; market information will be provided in a targeted manner to promote the implementation of various relief policies for enterprises.

  Making good use of the RCEP policy dividend is of great significance to China's expansion of foreign economic and trade cooperation.

Feng Yaoxiang said that the rules of origin accumulated in the RCEP region play a significant role, which will accelerate the optimization of the industrial chain in the region and promote the deep integration of industrial chains, supply chains and value chains among member countries.

  "From the performance of the first half of the year, the trade volume between China and ASEAN in textile raw materials, integrated circuits and other commodities has performed well." Mingming said that looking forward to the second half of the year, due to the RCEP agreement, countries in the area of ​​chemical products, textiles, mechanical and electrical products and base metals have performed well. The liberalization rate of the commitment is relatively high, and considering that the recent weakening of the RMB exchange rate will help release the potential of foreign trade enterprises, it is expected that the RCEP dividends in related industries will be further released.

  Xiao Benhua believes that in the second half of the year, my country's machinery and equipment, electronic information, chemicals, automobiles and other industries will benefit from RCEP, and the import and export trade with RCEP member countries will be further developed.
