  In the opinion of many industry insiders, the relocation restriction policy has greatly restricted the cross-regional transaction of second-hand cars. The cross-regional circulation of second-hand cars is not smooth, showing the characteristics of regional circulation and mismatch of supply and demand, and has not formed a true national market. .

  Today, as domestic auto consumption has changed from an incremental market to a stock market, car replacement and second-hand car sales have become new engines driving the increase in car consumption. The smooth circulation of second-hand cars will accelerate the release of car consumption demand.

  而关于二手车“转移登记实行单独签注、核发临时号牌”的政策,同样利好市场流通和买卖。

  “国内二手车交易一直以资产产权过户方式进行,车辆并非商品属性,二手车在收、售环节需多次过户,并缴纳税费,增加了流通成本。受限于此,二手车经销企业在经营中还需买、租机动车指标,被动地增加了经营、人工成本,也增加了车辆交易的成本。”瓜子二手车联合创始人、SVP王晓宇分析说。

  在王晓宇眼中,新政实施后,二手车经销企业在收购车辆后,无需过户,相关部门对车辆单独标注、核发临时号牌后,车辆将直接进入市场流通。

  王晓宇为记者算了一笔账:“按照行业惯例,车辆过户一次会产生约2%的车价折损。过户次数的减少将缩短二手车交易周期,对二手车价格保值起到稳定促进作用,加速二手车在全国范围的流通。”
