The formulation of the "Regulations" is required to regulate the registration and use of Internet users and the management of account information by Internet information service providers, to maintain ideological security, social fairness and justice, and the legitimate rights and interests of netizens, and to prevent and defuse national security risks and maintain cyberspace. The "Regulations" clarify that Internet user account information refers to the name, avatar, cover, profile, signature, authentication information and other information used to identify user accounts that are registered and used by Internet users in Internet information services; Internet information service providers are It refers to the entity that provides Internet information publishing and application platform services to users.
The national network information department is responsible for the supervision and management of Internet user account information across the country.
Local network information departments are responsible for the supervision and management of Internet user account information within their respective administrative regions according to their duties.
The "Regulations" clarify the norms for account information registration and use, requiring Internet information service providers to formulate and disclose Internet user account information management rules and platform conventions, and clarify the rights and obligations related to account information registration, use, and management.
The account information registered and used by individual Internet users, including occupational information, shall be consistent with the personal real occupational information; the account information registered and used by Internet institutional users shall be consistent with the name and logo of the organization.
If Internet information service providers provide Internet users with services such as information release and instant messaging, they shall conduct real identity information authentication; they shall verify the account information submitted by Internet users during registration and to be changed during use; Display the attribution information of Internet protocol addresses of Internet user accounts within a reasonable range, so as to facilitate the public to implement supervision for the public interest.
The "Regulations" clarified the norms for account information management, requiring Internet information service providers to perform the main responsibility for account information management, and to equip professionals and technical capabilities that are commensurate with the scale of their services; establish, improve and strictly implement real identity information authentication and account information verification. , information content security, ecological governance, emergency response, personal information protection and other management systems; improve complaint and report acceptance, screening, disposal, feedback and other mechanisms; establish and improve the Internet user account credit management system; Take appropriate measures.
The "Regulations" clarified the relevant requirements for conducting supervision and inspection and pursuing legal responsibility, and stipulated that the network information department should establish and improve the working mechanism in conjunction with the relevant competent departments, and coordinate the supervision and management of Internet user account information.
Internet information service providers shall supervise and inspect Internet information service providers' management of Internet user registration and use of account information in accordance with the law, and Internet information service providers shall cooperate and provide necessary support and assistance.
If an Internet information service provider is found to have a relatively large network information security risk, the network information department at or above the provincial level may require it to take measures to rectify and eliminate hidden dangers.
