The Bank of Russia is going to change OSAGO tariffs against the backdrop of a sharp rise in the cost of auto parts.

This was announced on Wednesday, June 22, by the press service of the regulator.

“The corridor of the basic OSAGO tariff for most categories of car owners is proposed to be expanded by 26% up and down so that insurers can more accurately take into account the risks of car owners in the face of rising cost of spare parts,” the Central Bank said in a statement.

As a result, insurers will now set the base rate for OSAGO for cars of citizens individually for each driver in the range of 1646-7535 rubles.

In turn, for public transport, the tariff corridor is planned to be expanded by 17.8% in both directions.

Recently, the prices of the most damaged automotive parts in the country have increased by an average of 28.7%, as evidenced by the data of the updated spare parts cost guides of the Russian Union of Motor Insurers (RSA).

Traditionally, on the basis of this information, the amount of insurance compensation for OSAGO is calculated, recalled in the Central Bank.   

“The new tariffs will allow insurers to keep prices for careful drivers by increasing the cost of insurance for accidents ... Public discussion of the draft guidance on new tariffs will last until June 28,” the Central Bank added.

The initiative of the Central Bank will make it possible to continue the course of tariff liberalization, when careful car owners do not pay extra for "toxic drivers".

“We see a number of categories, the unprofitability of which significantly exceeds the price they pay for insurance, the first among them are taxis.

We also conduct an in-depth analysis of the situation with OSAGO in the regions - where the authorities are actively fighting fraud, the tariff is reduced, the average price is falling.

In regions where fraud is on the rise, the situation is reversed.

The logic is the same here: residents of some regions should not pay extra for others, ”Yurgens emphasized.

According to him, the expansion of the tariff corridor is not the first time, over the past three years of this reform, the prices for OSAGO have not increased on average.

However, as Viktor Pushkarev, deputy head of the analytics department of the Avtostat agency, suggested in an interview with RT, under the current conditions, the cost of insurance may still increase.

“Change in OSAGO tariffs due to an increase in the price of spare parts is state support for business, in this case, insurance.

How this will affect car owners is also clear: OSAGO will certainly rise in price, ”Pushkarev noted.

At the same time, according to the chief analyst of Promsvyazbank Vladimir Solovyov, the tariff increase will only apply to emergency drivers, while for accurate car owners, the cost of insurance will remain at the same level.

This, in turn, will allow insurance companies to offset the costs associated with rising prices for spare parts.

“Now there is a shortage of spare parts due to the cessation of supplies from European manufacturers, as well as logistical problems when importing them from other countries.

In addition, after the fall in sales of new cars, demand was redirected to the used segment, where buyers are more likely to need car repairs.

All these factors together led to a significant rise in the cost of parts and car repairs, ”explained Solovyov.

It should be noted that in order to provide the domestic market with demanded foreign goods, including auto parts, the Russian authorities decided to legalize parallel imports.

We are talking about importing original foreign products into the country without the consent of the copyright holders.

The government announced plans to launch such a mechanism at the end of March, and on June 21 the State Duma approved the relevant bill.

Now companies that import goods without the permission of the copyright holder will be protected from possible civil, administrative and criminal liability.

The list of goods for parallel imports was approved at the beginning of May, and since then, spare parts, electronics, clothing, cosmetics and other products worth almost 2 billion rubles have been delivered to the country under the new scheme.

This is evidenced by the data of the Federal Customs Service and the Ministry of Industry and Trade.

“In our opinion, parallel imports will help partially solve the shortage problem.

At the same time, we should not expect a decrease in prices for imported spare parts, since even the strengthening of the ruble observed today will not be able to fully cover logistics costs,” concluded Vladimir Solovyov.
