To destock, Zhengzhou makes a new move

  On June 20, Zhengzhou issued the "Implementation Measures for the Resettlement of House Tickets in the Reconstruction Project of Zhengzhou Large Shanty Towns (Provisional)".

The renovation of shanty towns in the central urban area of ​​Zhengzhou will implement house ticket resettlement. If the expropriated person uses the house ticket to buy commercial housing, a reward of 8% of the resettlement compensation rights and interests will be given, and it will not be included in the family purchase limit.

  The policy also sets incentives and preferential policies for those who accept house ticket resettlement, involving funds, selection of housing area, housing purchase qualifications, deed tax reduction and exemption, and children's admission qualifications.

  It should be noted that the

real-name system is implemented for the room tickets, the holder is the owner of the expropriated house

, and the user is limited to the holder, the holder's spouse, and the holder's close relatives.

Room tickets may not be transferred, donated, mortgaged, pledged or cashed out.

  At the same time, the period of use of the room ticket is calculated from the date of the issuance of the room ticket, and the maximum period is no more than 12 months.

If it is not used within the time limit, it will be regarded as giving up the house ticket resettlement on its own, and the resettlement will be carried out in the form of monetary compensation again, and will no longer enjoy the corresponding policy incentives for the house ticket resettlement.

  Moreover, the “minimum consumption standard” is also arranged for the purchase of house tickets, that is, the purchase price should not be less than 90% of the face value of the house ticket.

If this proportion is reached and there is still a balance in the house ticket after the purchase, the person subject to the expropriation can apply for the remaining currency from the expropriator.

  "Our common people often say, 'demolition and demolition, one step to the sky'." Wang Miao (pseudonym), a Zhengzhou native who is engaged in real estate sales, told Zhongxin Finance and Economics reporter that it is not difficult to understand the introduction of room tickets: some people take it after demolition. He left with the compensation, did not buy a house locally, or simply kept it in the bank, and did not stimulate the local property market transaction volume and transaction price. Zhengzhou has learned from these experiences.

  "First of all, the room ticket can properly resettle the unrelocated groups in the urban reform and protect the legitimate rights and interests of this group. At the same time, the current room ticket is conducive to revitalizing the Zhengzhou real estate market in terms of the amount of use, area and policy quota incentives; secondly, the government encourages resettlement by encouraging resettlement. The placement of group room tickets can play a role in underpinning the market, help the market to destock, and boost confidence in the overall real estate market." There are precedents in many places, can a win-win situation be achieved?

  Of course, the "new" of Zhengzhou's new recruits is for the local area of ​​Zhengzhou.

Recently, Xinyang of Henan, Shaoxing of Zhejiang, Changshu of Jiangsu, Lishui of Nanjing of Jiangsu, Siyang of Suqian of Jiangsu and other places have also successively introduced the housing ticket resettlement policy, but Zhengzhou, as the first provincial capital city, has especially attracted attention.

  Among them, the earliest "shot" was Xinyang, Henan.

At the beginning of April, Xinyang issued a new policy, whereby demolition households can purchase commercial housing through the "Housing Supermarket" with tickets.

If the expropriated person chooses house ticket resettlement, the compensation received by the expropriated person will be calculated according to the state-owned or collective land expropriation method of Xinyang City, and a 5% reward will be given, and certain tax reductions and exemptions will be granted.

  Previously, the house ticket would also be interpreted as the meaning of having the right to buy a house in a restricted city.

But recently, take Zhengzhou's clear definition of house tickets as an example: After the compensation rights and interests of the expropriated house resettlement are quantified in shantytown reform, the expropriator issues a settlement certificate for the house purchase of the expropriated person.

The main ones involved are the needs of old renovation and shed renovation.

  As far back as 2015, some cities in my country introduced a similar house ticket system in the demolition and resettlement of shanty towns. At that time, the real estate market was also facing great pressure to destock, and finally with the 2018 shantytown reform monetization authority was forced withdraw and temporarily withdraw from the stage of history.

  But it needs to be emphasized that the room ticket system is not mandatory, but an additional option.

  Ms. Mao, who lives in Jiangsu, has also implemented the room ticket system in her hometown. She just signed the agreement not long ago to choose the room ticket.

  "According to the room ticket, I can get two suites of about 120 square meters and 90 square meters, plus a resettlement fee of nearly 1.5 million yuan, and I will get it in three years; if I ask for money, it will probably be a one-off based on the unit price of less than 25,000 yuan. If you get 6.5 million yuan, it is still cost-effective to have a house." Ms. Mao told Zhongxin Finance and Economics.

  Of course, there are also many who prefer monetary placement.

"What we are most worried about is that the houses left to our resettlement households are unsatisfactory locations, floors, etc., or they run into unfinished buildings. The old houses have been demolished and new houses have not been built yet." Ms. Su, who lives in Zhengzhou He was very worried about this matter: "So we prefer to convert it directly into money, but we are worried that the money is not easy to apply for, and we don't know how long it will take."

  However, Ms. Su also mentioned that whether she is willing to choose the house ticket is closely related to her own housing situation.

"I have a neighbor's house in a very good location, so I hope to move back, or at least rent it out; if there are households with an average location, or their children want to go to school, I hope that they can directly enter the main urban area through the house ticket, and they can make it in one step less. worry."

Zhengzhou has made many shots, will there be more follow-ups?

  "Actually, it's not just the people who are struggling. Real estate companies have been inquiring about this matter recently." Wang Miao mentioned that for developers, they are not sure how the government-issued house tickets will be cashed out, whether through direct cash, or It is not known whether the deduction of land tax is yet to be determined, which is also a relatively big test for the cash flow of the housing enterprise itself.

  "But in our opinion, the new measures introduced by the government are definitely helpful to the market. From the mentality of buying up and not buying down, a large number of demolition households may flood into the market to 'grab houses' together. Buyers who are in the hesitant stage will have a driving effect." Wang Miao is more optimistic about the launch of the New Deal.

  "Of course, I think the achievement of all this depends on the implementation of the policy. For example, whether the price of the house ticket is reasonable, whether the government has invested enough funds, whether the incentives and preferential treatment for resettled households are in place, and the return of housing enterprises. Whether the speed can keep up, etc., when these aspects turn around, is the real win-win and multi-win." Wang Miao believes.

  In fact, Zhengzhou is one of the first cities to take the step of systematic adjustment of property market policies this year.

On March 1, Zhengzhou issued the "Notice on Promoting the Virtuous Cycle and Healthy Development of the Real Estate Industry", which involved the cancellation of multi-dimensional measures such as "recognizing housing and subscribing for loans" and loosening purchase restrictions.

  In April, Zhengzhou launched a new policy for young talents; in May, Zhengzhou's mortgage interest rate was lowered, and some areas have begun to implement the standard of 4.25% for the first mortgage interest rate.

However, under the continued increase, Zhengzhou's property market has not yet seen a significant recovery.
