Strive to ensure that the phenomenon of "power outage" will no longer occur

  To further ensure my country's power supply and avoid the phenomenon of "power outages", rational and appropriate measures should be taken.

Based on the basic national conditions of coal as the mainstay, relevant support policies should be issued to increase the supply of coal in the market, and relevant rescue and development measures should be introduced to support coal power enterprises to make more and full efforts.

It is also necessary to vigorously support the development of renewable energy sources such as wind power, and promote the introduction and deployment of orderly electricity consumption plans by local governments.

  At present, due to factors such as "de-capacity" of coal and limited production growth, some places in my country are experiencing power supply shortages, and even "power cuts", which seriously affect the normal production and life of society.

This should be viewed rationally and dialectically.

  Since the beginning of this year, the international energy market has become more complicated due to the conflict between Russia and Ukraine, energy competition has become increasingly fierce, and energy prices have remained high, posing challenges to my country's energy supply and price stability, and further increasing the pressure on energy supply.

At the same time, due to the relative decline in the growth rate of my country's industrial economy, the power consumption of "two high" enterprises is limited, and energy demand has declined. Plans have been launched to deploy orderly electricity consumption to ensure that the phenomenon of "power outages" will no longer occur this year.

In this regard, since the beginning of this year, the Party Central Committee and the State Council have made arrangements for energy-related work for many times, and have continuously introduced relevant policies to effectively solve the practical problems faced by energy companies, and take multiple measures to ensure the normal supply of energy.

  To further ensure my country's power supply and avoid the phenomenon of "power outages", rational and appropriate measures should be taken.

  First of all, based on the basic national conditions of coal-based, relevant support policies must be introduced to increase the supply of coal in the market.

The first is to release domestic advanced coal production capacity in a safe and orderly manner, and promote the increase in coal production and supply.

For example, on May 4 this year, the People's Bank of China increased the special re-lending quota of 100 billion yuan to support the clean and efficient utilization of coal, which is specially used for the fields related to the development and use of coal and the enhancement of coal reserve capacity.

The second is to increase coal imports.

On April 28, the Customs Tariff Commission of the State Council announced that from May 1, 2022 to March 31, 2023, the zero-tax rate for coal imports will be tentatively implemented.

This move will bring a certain degree of growth expectation to the coal supply in the future.

  Secondly, relevant rescue and development measures should be introduced to support coal power enterprises to make more and full efforts.

It is necessary to further improve the coal market price formation mechanism, clarify the reasonable range of medium and long-term transaction prices, and comprehensively monitor the prices of coal production and distribution in all aspects, strengthen the regulation and supervision of coal market prices, and guide coal prices by means of reminders, interviews, investigations, and notifications. Return to a reasonable range to ensure the basic stability of coal consumption costs for coal-fired power companies.

  Third, we must vigorously support the development of renewable energy such as wind power.

A gradual push should be made to address the funding gap in subsidies for renewable energy power generation.

Renewable energy power generation such as wind power is a powerful supplement to ensure energy supply, and it is also the direction of low-carbon and clean energy transformation. However, the large-scale development of renewable energy also requires government financial subsidies to support, and there is a certain gap in these subsidy funds at present.

In this regard, the Ministry of Finance has made it clear that this year it will promote the solution of the subsidy funding gap for renewable energy power generation, and the first batch of relevant subsidy funds have been distributed to enterprises.

Since November 2021, the People's Bank of China has provided 138.6 billion yuan of funds to commercial banks through carbon emission reduction support tools; commercial banks have provided financial support at 60% of the loan principal, focusing on supporting the development of large-scale scenery bases.

It should be implemented that new renewable energy is not included in the total energy consumption control, research and formulate policy mechanisms including electricity price reform, and further promote the consumption of clean energy such as wind power.

  Finally, promote the introduction and deployment of orderly electricity consumption plans at the local level.

All localities should learn from the experience and lessons of last year's "power cut-off", take precautions, and make relevant plans in advance. When the power balance and supply gap occur, they should optimize the allocation of power resources through demand-side response and the implementation of orderly power consumption. , to effectively ensure the safety of electricity consumption for important loads such as people's livelihood, and at the same time reasonably control the electricity consumption of high-energy-consuming enterprises such as restricted and eliminated types, so as to ensure the safe and stable operation of the power grid when power supply and demand are tight.
