China News Agency, Beijing, June 8 (Reporter Pang Wuji) How to strengthen the incentives for technological innovation of state-owned enterprises?

Weng Jieming, deputy director of the State-owned Enterprise Reform Leading Group Office of the State Council of China, member of the Party Committee and deputy director of the State-owned Assets Supervision and Administration Commission of the State Council, said in Beijing on the 8th that it is necessary to break the "ceiling" of the salary and treatment of scientific and technological personnel.

Weng Jieming made the above remarks at the "Promoting the Experience of 'Science Reform Demonstration Action' and Strengthening the Promotion of Scientific and Technological Innovation Incentives" held on the same day.

At the beginning of 2020, the Office of the State-owned Enterprise Reform Leading Group of the State Council of China specially launched the "Science and Technology Reform Demonstration Action" to accelerate the cultivation of a number of state-owned technology-based enterprise reform models and innovation leaders.

Over the past two years, Weng Jieming revealed that a substantial breakthrough has been made in the market-oriented reform of the "Science and Technology Reform Demonstration Enterprise".

The "Science and Technology Reform Demonstration Enterprise" has basically completed the key reform tasks such as the board of directors should be fully established, the staff should be fully established, the tenure system of management members, and contractual management.

80% of the "Science and Technology Reform Demonstration Enterprises" have flexibly carried out various medium and long-term incentives.

At the same time, the R&D investment intensity of "Science and Technology Reform Demonstration Enterprises" has increased significantly.

In 2021, the R&D investment intensity of "Science and Technology Reform Demonstration Enterprises" will reach 15.4%, which is much higher than the average level of central enterprises (2.49%) and also higher than the average level of companies listed on the Science and Technology Innovation Board (13%).

In addition, according to reports, in 2021, the proportion of scientific and technological personnel in "Science and Technology Reform Demonstration Enterprises" will reach 50.7% on average, basically forming a scientific and technological talent team with reasonable structure, high quality and strong innovation ability.

"Science and Technology Reform Demonstration Enterprises", as the "vanguard" among state-owned technology-based enterprises, explore the greater value of forming experience in replication and promotion.

Weng Jieming said that the group company should do a good job of "strategic leadership + central coordination + efficient driving force" to accelerate the formation of a "strong driving force" for scientific and technological innovation.

The main body of innovation must "build a good platform + build a good mechanism + make good use of talents", and fully stimulate the "endogenous power" of scientific and technological innovation.

Among them, he mentioned that it is necessary to establish a core key talent compensation system with market competitive advantages.

To break the "ceiling" of the salary and treatment of scientific and technological personnel, the salary and treatment level of scientific and technological personnel with large contributions can exceed that of management personnel at the same level.

For the scarce high-end scientific and technological talents introduced by the market, the market-based benchmarking method can be used to provide a "salary package" with market competitiveness.

For key scarce talents, various security incentives such as housing and children's education can be provided to enhance their attractiveness and sense of belonging.
