The historic public employment offer endowed with 44,787 places that the Government approved last week will allow not only to face "massive" retirements, as defined by the Ministry of Public Function itself, but will also allow the extensive staff of public workers to continue growing .
It will not do so in large numbers, or at least not when compared to the
3.4 million public payrolls
that, according to the latest Active Population Survey (EPA), are paid in Spain for the 16.6 million public jobs that must support these salaries - and also pensions.
But, in any case, the offer will lead to the creation of 5,000 net new jobs, and it will do so after public employment already grew strongly during the crisis caused by the pandemic.
The exceptional circumstances required it, and the Executive has maintained its commitment to
continue growing the public workforce
.
In those almost 45,000 places that make up the whole
offer, free offer positions, internal promotions and also those of stabilization
are included , the latter exceeding 10,000 places.
In addition, the Government has added the posts of the General Administration of the State (AGE), those that are assigned to the State Security Forces and Bodies and also those of the Administration of Justice.
It is not usual to transfer the offer with this total number or, at least, the unions always separate it since they are different areas.
But the Executive did so in order to be able to transfer a new superior, although if only the places assigned to the AGE are taken, the data exceeds 30,000 places and continues to be equally historical.
The figures as a whole were satisfactory for the unions, which now demand that the Minister of Finance and Public Administration, María Jesús Montero, sit down to negotiate the salary increase.
That will happen "soon" and
a "three-year
" plan will apply.
In this negotiation, the unions have already advanced that they will demand
not only to maintain the purchasing power but also to recover
what, they affirm, the civil servants and public workers have lost.
The Central Independent Trade Union and Officials (CSIF) figures that loss at up to 15% since 2010 and although the figure was reduced with former Minister Cristóbal Montoro, they explain, the purchasing power has suffered again in recent years.
