Many consumer associations such as the CLV are asking for a freeze for one year throughout the territory.

The owners are opposed to it and highlight in particular the soaring prices of the property tax.

Freezing rents for a year is a very strong demand from consumer associations to protect the French against rising inflation.

The IRL, the benchmark rent index, is to be revised on July 1st.

Its amount is calculated partly according to inflation, and it is on this index that landlords rely to know how much they can increase rents.

They can do it once a year or at the time of renewal of the lease according to the contracts, which makes tenants fear a new blow from the club.

Owners say no, government thinks

The idea was well heard at Bercy but it is far from being recorded, specifies the ministry.

Prime Minister Elisabeth Borne is not necessarily in favor of it either because behind the rents, for example, often hide small retired owners who thus round off their end of the month.

There is also the Climate Energy law which obliges landlords to carry out major insulation work while building prices are soaring.

According to the president of the national union of owners, Christophe Demerson, the solution lies elsewhere.

 "When we are told 'rents will increase by 2.48%' yes, but what I could tell you on the side, what should be better regulated, are property taxes. Because over the last ten years, it is three times inflation and three times the increase in rents. So we have to be reasonable. If there are savings to be made, let's start to stop bleeding landlords, "he argues.

A round table could be organized soon to reflect on the question with all the stakeholders.

The Abbé Pierre foundation rather suggests for its part an increase in housing aid, the APL.

A solution that would protect the most vulnerable without penalizing the owners.
