According to reports, the first consideration of the notice is how to solve the "urgent needs" of small and medium-sized enterprises, and put forward effective and effective measures in terms of paying accounts, reducing or exempting rent, reducing costs, optimizing supply, and financing funds, etc., to help more small and medium-sized enterprises "overcoming difficulties".

  In terms of timely and full payment of accounts, the notice pointed out that the SMEs should be paid in full and in time in strict accordance with the time and method agreed in the contract.

For small and medium-sized enterprises with long-term cooperation, good reputation, timely performance, and real difficulties, under the premise of ensuring the safety of funds, the other party's written application, and the strict implementation of internal decision-making procedures, part of the accounts may be paid in advance or paid in advance.

  In terms of effectively speeding up the reduction or exemption of rent, small and micro enterprises in the service industry and individual industrial and commercial households that rent houses from central enterprises will generally reduce or exempt rent for 3 months in 2022, and strive to complete the main work of reduction or exemption in the first half of the year.

For small and micro service enterprises and individual industrial and commercial households in the county-level administrative area where the areas listed as medium and high-risk areas of the epidemic are located in 2022, the small and micro enterprises in the service industry and individual industrial and commercial households that rent the houses of central enterprises will receive an additional three-month rent reduction. Completed within 2 months after the emergence of medium and high risk areas of the epidemic.

  In terms of vigorously implementing fee reduction and quality improvement, phased discounts on electricity consumption are implemented for small and micro enterprises and individual industrial and commercial households in the extreme hardship industry, the implementation of "non-stop supply of arrears", allowing repayment within 6 months, and the average rate of broadband and private lines for small and medium-sized enterprises. The tariff is reduced by another 10%, the optimized service saves the "foot" cost of small and medium-sized enterprises, and reduces or exempts the cost of using the cloud and the platform for small and medium-sized enterprises.

  In addition to helping small and medium-sized enterprises "overcome the difficulties", this circular also proposes a number of measures from the aspects of integration, innovation and coordinated development, focusing on building a development ecology in which large and medium-sized enterprises are interdependent and mutually reinforcing, and drive more small and medium-sized enterprises to "strengthen". .

  In March this year, the State-owned Assets Supervision and Administration Commission of the State Council issued a document to promote the central enterprises to do a good job in the rent reduction and exemption of small and micro enterprises and individual industrial and commercial households in the service industry in 2022 (Document No. 29).
