Sheng Qiuping, Vice Minister of Commerce, and Pu Chun, Deputy Director of the State Administration of Market Supervision, answered this question.

Sheng Qiuping said that building a national unified market is not only the basic support for smooth domestic circulation, but also the inherent requirement to promote domestic and international dual circulation.

On the one hand, the construction of a large national unified market, which can connect the blocking points and make the circulation smooth, is conducive to the formation of a large domestic cycle of mutual promotion of supply and demand, simultaneous production and sales, smooth and efficient domestic circulation; on the other hand, the market is the most scarce resource in the world, and the construction of a national unified large market , which is conducive to maintaining and enhancing its strong attraction to global enterprises and resources, better promoting market connectivity, industrial integration, innovation and regulation, and promoting domestic and international dual circulation.

Sheng Qiuping mentioned that business work is an important part of the domestic cycle, an important hub connecting domestic and international dual cycles, and plays an important role in building a new development pattern.

In recent years, the Ministry of Commerce, together with relevant departments, has given full play to the advantages of connecting domestic and foreign business, connecting urban and rural areas, and connecting production and sales. It has contributed to the construction of a unified national market.

Sheng Qiuping also mentioned that the integration of domestic and foreign trade is steadily advancing.

Since the reform and opening up, especially since the 18th National Congress of the Communist Party of China, China's domestic and foreign trade integration has made great progress.

First, the scale of domestic and foreign markets is growing, and my country has become the world's second largest consumer market and the largest trader of goods.

Second, the integrated management system of domestic and foreign trade has basically been formed. my country has gradually established a domestic economic management system that is connected with the international economic and trade rules system. The laws and regulations of domestic and foreign trade have been continuously improved, and the barriers to market access and cross-border flow of goods have been greatly reduced. Services continue to improve.

The third is that the domestic and foreign markets are actively connected, and a number of large enterprises and overwhelming small, medium and micro enterprises have grown up engaged in both foreign trade and domestic trade.

Sheng Qiuping said that the integration of online and offline is accelerating.

In recent years, my country's e-commerce development has achieved remarkable results, and the pace of online and offline integration has accelerated.

According to data from the National Bureau of Statistics, the national online retail sales reached 13.1 trillion yuan last year. Since 2013, it has become the world's largest online retail market for nine consecutive years, and online shopping users have experienced explosive growth within a decade.

By June last year, the number of online shopping users in my country had reached 812 million.

The express delivery service industry has developed rapidly. Last year, it exceeded 100 billion pieces, nearly 20 times that of 2012. The business volume ranks first in the world.

In addition, commercial and trade circulation facilitates the coordinated development of urban and rural areas and regions.

Sheng Qiuping said that since the 18th National Congress of the Communist Party of China, the transformation and upgrading of the agricultural product market has been actively promoted, and the agricultural product circulation system has been improved.

There are 44,000 agricultural product markets nationwide.

Since 2014, it has implemented a comprehensive demonstration of e-commerce in rural areas, built 2,400 county-level e-commerce public service centers and logistics distribution centers, and 148,000 village-level e-commerce service sites, which has led to an increase in the income of 6.18 million poor farmers and helped the fight against poverty. .

At the same time, the Ministry of Commerce has renovated and upgraded the pedestrian streets in key cities, built a "fifteen-hour convenient life circle", developed brand chain convenience stores, promoted the linkage of business, tourism, culture and sports, and made residents' shopping and leisure experience more convenient and diverse.

Pu Chun added, he said that the national unified market is an important symbol of a mature market economy, and it is also the basic support and inherent requirement for building a new development pattern.

First, building a unified national market is an important foundation for stimulating market vitality and enhancing the endogenous power of the economy.

Strengthening the unification of market-based systems and rules is conducive to stabilizing market expectations, enhancing market confidence, and providing a stable, open, transparent, safe, legalized, and predictable institutional environment for the formation of a strong domestic market and the smooth operation of the economy.

Second, building a unified national market is an important prerequisite for smoothing the economic cycle and giving full play to the advantages of my country's super-large market.

Creating a unified market for factors and resources is conducive to equal and convenient access to market resources by various market entities, promotes the orderly flow of various production factors on a larger scale, and provides favorable conditions for the release of super-large market potential.

Third, building a unified national market is an important measure to unleash consumption potential and expand consumer demand.

Promoting the high-level unification of commodity and service markets is conducive to enhancing consumer confidence, expanding consumer demand, and providing basic support for the in-depth implementation of the strategy of expanding domestic demand and enhancing the resilience of my country's economic development.

Fourth, building a unified national market is an important basis for realizing a high level of opening to the outside world and creating new advantages in international cooperation and competition.

Accelerating the promotion of institutional openings such as standards and rules is conducive to enhancing the attractiveness of global advanced resource elements, promoting better connectivity between the domestic market and the international market, and enabling my country to gain new advantages in international competition and cooperation.

Pu Chun said that in the next step, the State Administration for Market Regulation will thoroughly implement the various tasks and arrangements proposed in the "Opinions", mainly focusing on the following aspects:

The first is to enrich the institutional supply in the field of market supervision.

Research and explore institutional arrangements and policy supply that are compatible with the regulatory requirements of the mature market economy, and create a stable, orderly, safe and reliable market environment for various market players.

The second is to accelerate the creation of a market-oriented, legalized and internationalized business environment.

We will further promote the reform of the entry and exit system for market entities, continuously improve various measures to facilitate the establishment of enterprises, and give better play to the role of business environment reform in stabilizing market expectations.

The third is to thoroughly implement the fair competition policy.

Accelerate the clean-up and repeal of various regulations and practices that impede a unified market and fair competition, further regulate unfair market competition and market intervention, and effectively enhance the stability and predictability of supervision.

Fourth, efforts are made to improve product quality and safety and the protection of consumer rights and interests.

Focusing on key areas of product quality and safety, deepen product quality supervision and market order governance, focus on optimizing the market consumption environment, and effectively enhance the confidence of the people to consume with confidence.
