  On May 17, Xin Guobin, Vice Minister of China's Ministry of Industry and Information Technology, presided over a video conference on the analysis of industrial economic situation in ten provinces and cities.

The meeting emphasized that the implementation of the detailed "white list" system, coordinated enterprise docking and precise services, led the chain with the point and the chain led the surface, to ensure the stable operation of key enterprises and industrial chain supply chains.

  In April, the Ministry of Industry and Information Technology dispatched a Shanghai front-end working group to take multiple measures to support the stable production of key enterprises in Shanghai, including researching and establishing an emergency coordination mechanism for industrial chain supply chain demands, setting up a "white list" of key enterprises to ensure operation, etc., and concentrating resources to give priority to guaranteeing integrated circuits. 666 key enterprises in key industries such as automobile manufacturing, equipment manufacturing, and biomedicine have resumed work and production.

  Xin Guobin said in an interview before that, focusing on 4 areas: medical supplies for epidemic prevention, necessities for residents, important materials for agricultural production, and key materials for strategic emerging industries, the 'whitelist' system for key enterprises has successively identified 1,624 key enterprises in four batches, and guided them. 17 provinces have established a whitelist of key enterprises at the local level, and built a coordination platform for key industrial chains and supply chains.

  Xu Xiaolan, vice minister of the Ministry of Industry and Information Technology, recently introduced that the company is actively, steadily and orderly promoting the resumption of work and production of specialized, special, and new "whitelist" enterprises to ensure the smooth and stable supply chain of the industry chain.

As of May 5, 187 "specialized, special and new" small and medium-sized enterprises have been dispatched, with a 95% work resumption rate, a 69% staff return rate, and a 74% capacity utilization rate.

  The whitelist system has strengthened regional coordination. Except for Shanghai, the Ministry of Industry and Information Technology, together with relevant departments, has established a coordination and docking mechanism for the guarantee of important production materials in the "three provinces and one city" in the Yangtze River Delta, and implemented measures such as mutual recognition of passes.

  Jiangsu Province has successively released two batches of 2,505 "whitelist" key enterprises, strengthened coordination with Shanghai, promoted the mutual recognition of "whitelist", and pushed forward the resumption of work and production, handling permits, and withdrawal of inventory, etc. one by one.

  For key enterprises that have entered the "white list", "one enterprise, one policy" will be used to relieve difficulties.

Focus on strengthening the coordination and resolution of outstanding problems that hinder the resumption of work and production, such as the difficulty of personnel arriving at the factory and the difficulty of material transportation.

  Through various measures such as the "white list", the industrial and supply chains affected by the epidemic are accelerating the resumption of production and work.

According to information released by the Shanghai Municipal Commission of Economy and Information Technology, as of May 13, more than 4,400 of the more than 9,000 industrial enterprises above designated size in Shanghai have resumed work, accounting for nearly 50%.

More than 3,000 "whitelist" companies in the three batches have resumed work and production, with an overall resumption rate of over 70%. Among them, 666 companies in the first batch have resumed work with a rate of over 95%; 847 foreign-funded enterprises have resumed work, with a resumption rate of 80%.

  In the automotive field, SAIC Passenger Car, SAIC-GM, SAIC Volkswagen, and Tesla have fully resumed work; in the field of integrated circuits, chip manufacturers have maintained more than 90% of their production capacity; in the field of biomedicine, United Imaging Medical continues to produce CT and other large medical equipment, the capacity utilization rate has increased to 80%.

  Shanghai, where the outbreak occurred, is an important hub for China's high-end manufacturing industry, especially in the fields of automobiles, integrated circuits, equipment manufacturing, biomedicine, electrical machinery and equipment.

  Han Jianfei said that these industries have long industrial chains and involve a wide range of areas. Relevant departments have included key enterprises, specialized, special, and new small giant enterprises, and small, medium and micro enterprises in key links in the industrial chain into the "white list", and through the linkage of ministries and provinces, a One strategy for enterprises to solve the problems of enterprise logistics and transportation, industrial chain support, etc., to promote the resumption of work and production of key enterprises in an orderly manner, and also to accumulate experience in industrial production scheduling management under special conditions.
