Simplify the process for determining the qualifications of insured enterprises to hold over payment
This deferment policy applies to the part that should be paid by the units of the above-mentioned three social insurance premiums.
For the part that should be paid by individual employees, the enterprise shall perform the obligation of withholding and paying according to law, and pay in full and on time every month.
In addition, in the catering, retail, tourism, civil aviation, road and rail transportation industries, individual industrial and commercial households and other units that participate in social insurance as a unit and have employees can also defer payment of the three social insurance premiums by referring to the enterprise method.
Units eligible for deferred payment can apply for deferred payment of the basic endowment insurance premiums for corporate employees from April to June 2022, as well as unemployment insurance and work-related injury insurance premiums from April to October 2022. part.
During the deferment period, no late fee will be charged, and it will not affect the social insurance benefits and personal rights records of the insured employees.
In order to reduce the transactional burden of the insured units, the Beijing Municipal Human Resources and Social Security Bureau will combine the types of industries that the insured units self-declared at the time of insurance registration, the list confirmed by the relevant municipal industry authorities, and the list of the untrustworthy with serious violations of market supervision and management. Comprehensively determine whether the insured unit is eligible for deferred payment.
If Beijing Municipal Human Resources and Social Security Bureau is unable to determine whether it is eligible for deferred payment based on the relevant information of the insured unit, a notification commitment system will be implemented.
Eligible units can apply for deferment online from May 9
Participating units can apply from May 9 to May 13 to enjoy the deferred payment policy from April; apply from May 16 to May 25 to enjoy the deferred payment policy from May; from June to October, social The application period for deferred payment of insurance premiums is from the 1st to the 15th of the current month.
Participating units that have successfully applied for deferred payment will enjoy the deferred payment policy from the current month, and only need to apply once, no monthly application is required.
Participating units eligible for deferred payment can log in to the official website of Beijing Municipal Human Resources and Social Security Bureau within the above time period, submit an application for deferred payment in the module of “Phased Deferred Payment of Social Insurance Premiums in 2022”, read and agree to the deferred payment agreement , promise to execute in accordance with the agreement.
Participating units whose existing information cannot meet the requirements for deferred payment can make a commitment to their industry classification in the "2022 Phased Deferred Payment of Social Insurance Premiums" module, and can enjoy the deferred payment policy from the month of commitment.
After verification, if the insured unit does not meet the qualifications for deferred payment, the social insurance premium that is not paid on time will be subject to a late payment fee.
The deferred payment must be paid by December 25 this year
Enterprises applying for deferred payment can voluntarily end the deferred payment in advance according to their actual situation, or declare and pay the deferred payment in advance, which should be paid by December 25, 2022 at the latest.
If the payment is overdue, starting from January 1, 2023, the city will impose late payment fines on the three social security premiums that have been delayed in accordance with regulations.
It should be noted that if the insured unit fails to pay the deferred social insurance premiums within the specified time, the social insurance personal rights and interests records of the insured employees during the deferred payment period will be truthfully recorded as supplementary or discontinued payment.
During the period of deferred payment, if the insured unit applies for the basic endowment insurance benefits of enterprise employees, or applies for unemployment insurance benefits, or applies for the transfer of basic endowment insurance and unemployment insurance relations for enterprise employees, the insured unit will deferred payment of three Items of social insurance premiums shall be paid in full by the employees at one time, and the employees can enjoy the corresponding social insurance benefits or go through the relationship transfer procedures according to the regulations.
If the insured unit cancels according to the law during the deferred payment period, it must also pay the deferred social insurance premium in full before the cancellation, and then follow the relevant procedures.
The adjustment of the collection period ensures that the insured units can enjoy the deferred payment from April
In addition, in order to ensure that the insured units can enjoy the deferred payment policy from April, the collection period of the three social insurance premiums and employees' basic medical insurance premiums (including maternity insurance premiums) for the period of April 2022 will be adjusted to May 16 to May 27, 2022.
From June onwards, the original schedule for the collection and payment of social insurance premiums will be restored.
