How does China's marine economy develop with high quality?

(Expert interpretation)

The Ministry of Natural Resources recently released data showing that in 2021, China's total marine economy will reach a new level, breaking through 9 trillion yuan (RMB, the same below) for the first time, reaching 9,038.5 billion yuan, an increase of 8.3% over the previous year. The contribution rate is 8.0%.

Japan's "Nikkei Asian Review" recently published an article that, as the home of 97% of the world's water and about 80% of animals and plants, the ocean is the "last frontier" of the earth.

China is working hard to tap the economic potential of the ocean.

At the 2012 United Nations Conference on Sustainable Development, "blue growth" became a goal and an internationally recognized engine of socio-economic development.

Today, 10 years later, China has taken the lead in "blue growth" and "blue governance".

The sea area under China's jurisdiction is about 3 million square kilometers, and the continental coastline is 18,000 kilometers long. It is a typical maritime power.

At present, the marine economy is becoming an important support for China to build a maritime power.

The development of China's marine economy presents three characteristics: First, the overall integration of land and sea.

At present, the interactive development of China's land-sea amphibious economy has historically surpassed the constraints of land and sea geographic space; the second is the high-end industrial development.

In recent years, the blue new kinetic energy supporting high-quality development is accelerating, and the high-end industrial elements and the high-end industrial chain go hand in hand; the third is the priority of marine ecology.

With the continuous optimization of the layout and structure of the marine industry, the green transformation of the marine industry is in the ascendant and has become a priority sector for the development of the marine economy.

Since the 18th National Congress of the Communist Party of China, the modernization level of China's marine governance system and governance capacity has been effectively improved. The innovation of the marine management system, the protection of marine rights and interests, the construction of marine ecological civilization, and the formulation of marine laws and regulations have been comprehensively promoted. The four major capabilities of protecting the ocean and managing the ocean have jumped in an all-round way.

At the same time, the contribution rate of marine science and technology to the marine economy has continued to increase, and it has become a key element to support the development of the marine economy.

With the continuous increase of China's marine science and technology research and development investment, the marine technology innovation system is becoming more and more perfect, forming a pillar industry with marine fishery, marine transportation, marine oil and gas, coastal tourism, shipbuilding, marine engineering and construction. comprehensive development of the marine industry system.

At present, China continues to expand its opening to the outside world, and strive to build a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles mutually reinforcing.

In this historical process, vigorously developing the marine economy, adhering to the road of openness and cooperation, and actively responding to the current economic situation and internal and external risks are the proper meaning of the development of China's marine industry.

In the next step, we should start with five key words and continue to promote the high-quality development of the marine economy.

  First, "Coastal".

"Coastal" is the main carrier of China's marine economic development and the main part of the land area of China's sea frontier.

It is necessary to promote the smooth flow of commodity element resources within the scope of various coastal provinces, autonomous regions and municipalities, form a number of cities and counties with strong marine economy, and make the marine industry a pillar industry in coastal areas.

  Second, the "sea area".

"Sea area" is an important support for the high-quality development of China's marine economy.

On the basis of vigorously developing traditional industries such as marine fishery and marine oil and gas industry, relying on marine scientific and technological innovation, we should further optimize the industrial layout, and make greater breakthroughs in the fields of new marine chemicals, seawater desalination and comprehensive utilization, and marine biomedicine.

  Third, the "sea route".

"Sea route" is an important maritime route mainly represented by the 21st Century Maritime Silk Road, and it is a new space for expanding China's economic development.

Through the construction of a modern maritime silk road, China and the coastal port cities of the countries along the route will be connected in series to realize the win-win development of maritime interconnection.

  Fourth, "overseas".

"Overseas" refers to bilateral and multilateral maritime cooperation between China and various maritime countries.

By exchanging ideas and experiences in marine science, technology and management with relevant countries, attracting foreign capital and technology, increasing the added value of marine products, accelerating marine technology research and development, and at the same time promoting the development and utilization of polar, high seas and international seabed resources, and strive to build A multi-level and three-dimensional marine open cooperation platform.

Fifth, "a community with a shared future for the ocean".

As a responsible ocean power, China actively participates in international ocean governance, develops an open ocean economy under the guidance of the concept of "a community with a shared future for the ocean", actively participates in shaping a new pattern of international ocean governance with Chinese wisdom and Chinese solutions, and ensures the rational development of ocean resources by all countries rights, jointly safeguard the global maritime order, and work together to build a blue homeland on which mankind depends.
