Fully implement the policy of abolishing restrictions on settlement in county towns
The "Opinions" require that the urbanization mechanism of agricultural transfer population should be improved.
We will fully implement the policy of canceling the restrictions on settlement in county towns, and ensure that the migrant population with stable employment and living and the local agricultural transfer population are treated equally.
Ensure that the newly settled population and county residents enjoy the same public services, and ensure that migrant workers and other non-registered permanent residents have equal access to basic public services such as education, medical care, and housing security.
Fully implement the responsibility of enterprises to pay social insurance premiums for migrant workers such as pension, medical care, work-related injury, unemployment, and maternity, and rationally guide migrant workers in flexible employment to participate in basic medical insurance for workers and basic pension insurance for urban workers in accordance with regulations.
The rights to contract rural land, the right to use homesteads, and the right to distribute collective income for farmers who have settled in cities shall be guaranteed in accordance with the law, and they shall be supported in voluntary and paid transfer of the above rights and interests in accordance with the law.
Speed up the development of counties around big cities
The "Opinions" proposed to support the integration of counties located in urban agglomerations and metropolitan circles into the construction and development of neighboring large cities, and take the initiative to undertake population, industry, and functions, especially general manufacturing, regional logistics bases, professional markets, and over-concentrated public services. Relief and transfer resources, strengthen rapid transportation connections, and develop into a satellite county with convenient commuting, complementary functions and supporting industries with neighboring big cities.
Guide the transformation and development of counties with population loss
The "Opinions" also clarified that, in light of the changes in urban development, the counties with population loss should be promoted to strictly control the increase of urban construction land, revitalize the stock, promote the appropriate concentration of population and public service resources, strengthen people's livelihood security and assistance, and orderly guide the population to the adjacent ones. The advantageous areas of economic development shall be transferred, and the resource-exhausted counties with the conditions shall be supported to cultivate successive alternative industries.
Guarantee the normal land demand for county construction
The "Opinions" proposed to establish an intensive and efficient construction land utilization mechanism.
Strengthen the redevelopment of the existing low-efficiency construction land, reasonably arrange the planned indicators of the newly added construction land, and ensure the normal land demand for county construction.
Promote the land-saving, compact and efficient development model, and standardize the secondary market for construction land.
Encourage the supply of industrial land by means of long-term lease, lease first and then lease, flexible term supply, etc., and increase the floor area ratio of existing industrial land and the output rate of unit land area.
In addition, according to the unified deployment of the state, the rural collective commercial construction land should be promoted into the market in a steady and orderly manner.
