According to the official website of the Beijing Municipal Administration for Market Regulation on the 29th, in order to effectively ensure supply and price stability and maintain a good market price order, the Beijing Municipal Administration for Market Regulation is drafting the "Regulations on the Prevention and Control of the New Coronary Pneumonia Epidemic". Guiding Opinions on Determining Illegal Behaviors of Price Gouging During the Control Period", which is to be issued jointly with the Municipal Development and Reform Commission.
The "Opinions" clarified the circumstances, scope of application, standards for determination of price increases, extent of administrative penalties, and determination of illegal gains during the prevention and control of the new crown pneumonia epidemic.
These guidelines apply to people's livelihood commodities such as grain, oil, meat, eggs, vegetables, milk, epidemic prevention supplies, and related raw and auxiliary materials required, as well as related services such as transportation, trading, distribution, and provision of booths.
After the official release of the guidance, if the operator sells related commodities in all online and offline trading channels within the city's administrative area, and the cost does not change significantly, the price difference between purchases and sales exceeds 7 days before April 25, 2022 (including the day). If the same commodity or similar commodities with transaction bills are traded in this trading place with a maximum price difference of 20% (the current price difference is greater than the original maximum price difference × 120%), it may be determined as an illegal act of price gouging. Fines of up to 3 million yuan can be imposed.
In the next step, market supervision departments at all levels in urban areas will focus on investigating and punishing illegal operators who spread rumors and confuse the public, take the lead in raising prices, and have bad circumstances.

If it is found that the operator's behavior of driving up the price is suspected of constituting the crime of illegal business operation, etc., it shall be transferred to the public security organ for handling according to law.
