However, the meeting pointed out that, at the same time, it must be recognized that our country's infrastructure is not yet commensurate with the country's development and security needs.
Dong Yu said that as an "infrastructure madman", my country has developed rapidly in recent years, and has indeed achieved a lot of results, but it does not mean that infrastructure has reached a relatively complete level, and there are still gaps.

From an economic point of view, Dong Yu believes that this year is the second year of the "14th Five-Year Plan". Not long ago, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market" was issued, part of which specifically required the promotion of high-standard connectivity of market facilities. A nationwide network of infrastructure is required to support a unified large market.
In his view, another significance is that it is closely related to the current economic situation. The economic data in the first quarter was released, and the pressure for stable growth was relatively high. In addition, the flow of freight and logistics has been affected by the epidemic since April, which has affected the resumption of work in some areas to a certain extent. The resumption of production has even brought difficulties to the consumption and life of the masses.

How to comprehensively strengthen infrastructure?
The meeting clarified the basic principles for comprehensively strengthening infrastructure construction, including taking a long-term perspective, being moderately ahead, scientifically planning, multi-wheel drive, and focusing on efficiency.

In Dong Yu's view, these five principles are very pertinent. "Based on the long-term", the purpose is clear, "moderately ahead" is related to the situation, and the rhythm is clarified. "Scientific planning" defines the basic foothold to be grasped. "Multi-wheel drive" clarifies the promotion method, especially emphasizing that the government and the market, the central and local governments, state-owned capital and social capital should play various roles.
At the same time, the meeting also clarified the roadmap and tasks for infrastructure construction, and proposed to "strengthen the construction of network-based infrastructure such as transportation, energy, and water conservancy, and focus on networking, network supplementation, and strong chains, and strive to improve network efficiency."

Infrastructure investment needs money, where does the money come from?

"Under the current situation, to stabilize confidence and expectations, to a large extent, it is necessary to further mobilize the power of private investment." Dong Yu believes that through these major infrastructures, we can find important investment directions for private capital, and also help to fully mobilize private capital. Investment and mobilization of private enterprises to participate in major national infrastructure construction provide favorable conditions.
Which relationships should we focus on?
"The ultimate purpose of infrastructure construction is for the long-term, not some projects to cope with the current situation. A series of combined punches should be adopted to combine long and short work." Dong Yu said.

To properly handle the relationship between infrastructure and ecological protection, infrastructure construction cannot be at the expense of destroying the balance of the ecosystem.
For example, some projects will pass through ecological spaces, and ecological corridors for wild animals can be considered.
To properly handle the relationship between current investment and long-term sustainability, the current period may be to increase some efforts, and more importantly, to expand long-term funding channels to ensure that the project has a beginning and an end, and avoid unfinished projects.
