How was the employment situation in the first quarter?

——2.85 million new jobs were created in cities and towns nationwide

It was introduced at the meeting that since the beginning of this year, the international situation has been complicated and severe, and the impact of the domestic epidemic has continued, which has caused certain pressure on employment. In the first quarter, 2.85 million new jobs were created in cities and towns across the country, completing 26% of the annual target. The average surveyed unemployment rate in cities and towns nationwide was 5.5%, basically the same as the same period last year.

The Ministry of Human Resources and Social Security stated that it will fully support enterprises to stabilize and expand employment.

In addition, it will also promote the employment of key groups.

Strengthen employment assistance for groups in difficulty, improve employment assistance mechanisms, and develop a number of public welfare jobs to support the placement.

The scale of graduates reaches 10.76 million!

How to secure employment?

According to the Ministry of Human Resources and Social Security, this year, the number of college graduates reached a new high of 10.76 million. In the context of increasing environmental uncertainties at home and abroad, the task of promoting employment is heavier.

The Ministry of Human Resources and Social Security stated that in the next step, it will insist on promoting the employment of college graduates as the top priority of employment work, and work with relevant departments to support the employment and entrepreneurship of college graduates according to the job-seeking needs of graduates at different times.

There are four key initiatives:

One is to strengthen channel expansion.

Further improve the support policies for graduates' employment and entrepreneurship, promote the implementation of policies, speed up the implementation of policies, guide graduates to find employment in small, medium and micro enterprises, urban and rural grassroots, steadily expand the recruitment of state-owned enterprises, stabilize the recruitment of public institutions and grassroots projects, and support graduation Self-employment and flexible employment.

At the same time, in response to the impact of the epidemic, guide all localities to adjust and optimize the schedule of public sector examination and recruitment, and leave a time window for graduates to apply for jobs.

The second is to strengthen post push.

Continue to promote public employment services into campus activities, and deliver job information, guidance and training, entrepreneurial support and other services to graduates.

At the same time, we continued to carry out joint urban recruitment, private enterprise recruitment and other activities, launched hundreds of millions of online recruitment in advance, responded to the impact of the epidemic and promoted large-scale online and offline jobs, expanded social participation, and launched more unique industry-specific recruitment.

  The third is afterburner training.

In-depth promotion of the recruitment plan for one million trainee positions, in response to the needs of graduates' accumulated work experience, a group of high-quality trainee positions were recruited, and a group of national-level trainee demonstration units were launched to improve the practical ability of graduates.

At the same time, in response to the needs of graduates' career development, actively organize and participate in skills training, strive to improve the quality of training, expand new vocational training, and support graduates to achieve skilled employment.

The fourth is to strengthen the assistance in difficulties.

For the unemployed graduates who have left the school, do a good job of information connection in advance, make a solid assistance account, unblock various channels for registration and help, and provide real-name services in a timely manner.

Provide "one-to-one" employment assistance to graduates from poverty-stricken families, low-income families, zero-employment families, and disabled graduates, giving priority to providing services and recommending jobs.

For long-term unemployed young people, they should be included in employment and unemployment management services in a timely manner, and practical guidance and classified assistance should be strengthened to help them better integrate into the job market.

In short, the Human Resources and Social Security Department will do its best to create positive conditions to help graduates display their talents and make achievements in various fields.

What if workers don't want to be workers?

At present, there are still prominent problems such as the "ceiling" problem in the vertical promotion of skilled personnel's career development, the inability to effectively combine the level of vocational skills with the use and treatment, and the lack of skilled personnel, especially high-skilled personnel, which cannot meet the needs of high-quality economic and social development.

In order to solve these problems, the Ministry of Human Resources and Social Security stated that it will appropriately increase or adjust the skill level on the basis of the existing vocational skill level setting.

For occupations (types of work) with senior technicians, technical positions (posts) of super technicians and chief technicians can be added to them.

Improve the level setting of skilled jobs, and smooth the career development channels for skilled talents.

A sequence of occupational skill levels (posts) consisting of apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, super technicians, and chief technicians is formed.

At the same time, establish a job performance wage system that matches the sequence of occupational skill levels (posts), and strengthen the skill value incentive orientation of wage income distribution.

Take the vocational skill level as an important reference for the salary distribution of skilled talents, highlight the actual contribution of skilled talents, and reasonably identify skilled talents by setting salary units that reflect the value of technical skills in the salary structure, or setting separate skill allowances according to the vocational skill level. Salary level, realize that those who work more get more, and those who are skilled get more.

How to guarantee the basic living of the unemployed?

The Ministry of Human Resources and Social Security stated that this year, unemployment insurance will continue to implement a series of phased and combined policies to stabilize employment and protect people's livelihood, further increase assistance to enterprises to stabilize jobs, improve skills, and provide basic guarantees, and actively contribute to "six stability" and "six guarantees".

The support measures are specifically in five aspects: "lowering, slowing down, returning, supplementing, and expanding".

The first is to reduce the rate, that is, to continue to reduce the rate.

The policy of reducing unemployment insurance and work-related injury insurance rates in stages will continue for another year, and the policy will be implemented until April 30, 2023.

The second is to delay, that is, to increase the deferred payment of social insurance premiums.

On the basis of the phased implementation of the policy of deferred payment of unemployment insurance and work-related injury insurance premiums for enterprises in the catering, retail, and tourism industries in the early stage, the implementation scope of the industry will be extended to the civil aviation, road, water, and railway transportation industries, and the scope of deferred insurance types will be expanded. to pension insurance.

Among them, the deferred payment period of endowment insurance premiums is 3 months, and the deferred payment period of unemployment insurance and work-related injury insurance premiums shall not exceed 1 year. During the deferred payment period, overdue fines will be waived.

The third is to return, that is, to improve the standard of return for stable jobs.

Continue to implement the policy of returning unemployment insurance to stabilize jobs, and return a certain percentage of unemployment insurance premiums to insured companies that do not lay off workers but have fewer layoffs.

Small and medium-sized enterprises are favored, and the return ratio is clearly raised from 60% to a maximum of 90%; for small and micro enterprises that do not have a public account, the funds can be returned directly to the account provided by the local tax department to pay social insurance premiums.

The fourth is to supplement, that is, to increase subsidies for vocational skills training.

On the basis of continuing to issue vocational training subsidies to those receiving unemployment insurance benefits and continuing to relax the conditions for applying for skills upgrading subsidies for insured employees, the scope of benefit from skills upgrading subsidies will be extended to those receiving unemployment insurance benefits.

At the same time, two new phased policies were added to provide a one-time training subsidy for small and medium-sized enterprises that are temporarily unable to produce and operate normally due to the epidemic, and to allow co-ordination areas with large fund balances to withdraw about 4% of the unemployment insurance fund balance for use in Vocational skills training.

The fifth is to expand, that is, to continue the implementation of the expansion policy.

On the basis of continuing to do a good job in the distribution of regular insurance and living benefits such as unemployment insurance benefits, payment of basic medical insurance premiums, and one-time subsistence allowances for unemployed migrant workers, continue to implement the phased expansion policy of unemployment insurance protection, and continue to provide unemployment insurance before the end of this year. Unemployment subsidies will be issued to the unemployed and temporary living allowances will be issued to unemployed migrant workers.
