How to guarantee the basic living of the unemployed?

The support measures are specifically in five aspects: "lowering, slowing down, returning, supplementing, and expanding".

The policy of reducing unemployment insurance and work-related injury insurance rates in stages will continue for another year, and the policy will be implemented until April 30, 2023.

  The second is to delay, that is, to increase the deferred payment of social insurance premiums.

On the basis of the phased implementation of the policy of deferred payment of unemployment insurance and work-related injury insurance premiums for enterprises in the catering, retail, and tourism industries in the early stage, the implementation scope of the industry will be extended to the civil aviation, road, water, and railway transportation industries, and the scope of deferred insurance types will be expanded. to pension insurance.

Among them, the deferred payment period of endowment insurance premiums is 3 months, and the deferred payment period of unemployment insurance and work-related injury insurance premiums shall not exceed 1 year. During the deferred payment period, overdue fines will be waived.

  The third is to return, that is, to improve the standard of return for stable jobs.

Continue to implement the policy of returning unemployment insurance to stabilize jobs, and return a certain percentage of unemployment insurance premiums to insured companies that do not lay off workers but have fewer layoffs.

Small and medium-sized enterprises are favored, and the return ratio is clearly raised from 60% to a maximum of 90%; for small and micro enterprises that do not have a public account, the funds can be returned directly to the account provided by the local tax department to pay social insurance premiums.

  The fourth is to supplement, that is, to increase subsidies for vocational skills training.

On the basis of continuing to issue vocational training subsidies to those receiving unemployment insurance benefits and continuing to relax the conditions for applying for skills upgrading subsidies for insured employees, the scope of benefit from skills upgrading subsidies will be extended to those receiving unemployment insurance benefits.

At the same time, two new phased policies were added to provide a one-time training subsidy for small and medium-sized enterprises that are temporarily unable to produce and operate normally due to the epidemic, and to allow co-ordination areas with large fund balances to withdraw about 4% of the unemployment insurance fund balance for use in Vocational skills training.

  The fifth is to expand, that is, to continue the implementation of the expansion policy.

On the basis of continuing to do a good job in the distribution of regular insurance and living benefits such as unemployment insurance benefits, payment of basic medical insurance premiums, and one-time subsistence allowances for unemployed migrant workers, continue to implement the phased expansion policy of unemployment insurance protection, and continue to provide unemployment insurance before the end of this year.
