China-Singapore Finance, April 26 (Ge Cheng) Epidemic prevention inspections are "overweighted", and freight drivers are still persuaded to return with a green belt * on their itinerary cards, which affects the smooth flow of logistics?

On the 26th, the Ministry of Transport held a press conference to respond to relevant issues.

Shu Chi, deputy director and spokesman of the Policy Research Office of the Ministry of Transport, said that in recent times, the logistics and smooth flow of work have attracted attention from all walks of life.

At present, the major arteries of the national trunk highways have been basically opened up, the rectification of excessive prevention and control problems has achieved initial results, the transportation guarantee of key materials has been continuously strengthened, and the problem of unsmooth logistics across the country has been gradually improved.

Shu Chi also said that the Ministry of Transport has recently made remarkable progress in resolving the closure of service areas and toll stations.

As of 24:00 on April 25, a total of 8 expressway toll stations were closed across the country, accounting for 0.07%, a decrease of 2 from the previous day.

A total of 32 service areas were closed nationwide, accounting for 0.48%, an increase of 3 from the previous day.

Beijing, Tianjin, Shanxi and other 23 provinces (autonomous regions and municipalities) have no expressway toll stations and service areas that are temporarily closed (closed).

However, Shu Chi also said that there are still some problems in the current logistics.

In some areas, traffic is still simply restricted based on the place of registration or the place of travel; in some areas, freight vehicles with a green belt * on the communication itinerary card of drivers and passengers are still persuaded to return; in some areas, nucleic acid test results are not mutually recognized. The implementation of the "walk and chase" system is not in place; some epidemic-related areas have unclear requirements for vehicle traffic, and epidemic prevention inspections require "layers of overweight" to restrict the passage of trucks.

In the next step, the Ministry of Transport will continue to make efforts to ensure the smooth flow of the transportation network, ensure that expressway service areas and toll stations are fully open, and at the same time promote the standardized establishment of epidemic prevention checkpoints.

And continue to make efforts in the implementation of precise control, avoid extensive control, prohibit repeated nucleic acid testing, implement the "collect, walk and chase" system to facilitate decoding and appeal services.

In order to ensure the smooth flow of logistics, the Ministry of Transport has revised and issued the "Guidelines for the Prevention and Control of the New Coronary Pneumonia Epidemic in Highway Service Areas and Toll Stations" (fifth edition).

The "Guide" clearly states that it is necessary to maintain the normal operation and service of highways, and it is strictly forbidden to block or close expressways and ordinary roads without authorization, and it is not allowed to close expressway service areas and toll stations without authorization.

It is strictly forbidden to set up more than 2 (inclusive) epidemic prevention checkpoints in the same section of ordinary highways in the same direction, and it is strictly forbidden to set up epidemic prevention checkpoints in the main lines and service areas of expressways, and it is strictly forbidden to simplify prevention and control measures and "one size fits all".

The "Guide" pointed out that if the expressway service area really needs to be closed due to the presence of confirmed cases or close contacts, it should be reported to the provincial joint prevention and control mechanism before it can be implemented; The joint prevention and control mechanism at or above the county level shall report to the higher-level joint prevention and control mechanism for approval before implementation.

In response to the closure of service areas and toll stations, the "Guide" also provides relevant solutions to ensure the smooth flow of information.

If service areas and toll stations are closed, they shall be released to the public in advance, and relevant information such as detour routes shall be released in a timely manner.

Provincial-level transportation authorities shall, before 9:00 a.m. every day, publicize the closure and closure of service areas and toll stations in their respective jurisdictions through various channels such as government portals, government WeChat public accounts, and newspapers and periodicals.

At the same time, after the closure of service areas and toll stations, the "Guide" also gave countermeasures to achieve "immediate recovery as soon as the epidemic is eliminated." It is necessary to actively cooperate with relevant departments to complete personnel isolation, accurate flow adjustment, and rapid disposal as soon as possible. , comprehensive terminal disinfection and other work, after passing the acceptance of the territorial joint prevention and control mechanism, it will resume operation immediately.
