  Personal charging pile is stuck in the "last mile", how to solve the problem?

  Since last year, domestic new energy vehicle consumption has continued to heat up, and private passenger vehicle sales have exploded.

However, after buying a car, some car owners find that installing personal charging points faces many obstacles.

With the rapid growth of the number of new energy private vehicles, the problem of difficult charging of family vehicles has become increasingly prominent.

  Since last year, domestic new energy vehicle consumption has continued to heat up, and the new energy vehicle industry has entered a new stage of large-scale and rapid development.

Data show that in the first quarter of this year, the number of newly registered new energy vehicles nationwide increased by 138.2% compared with the same period last year, showing a rapid growth trend, of which private passenger vehicles accounted for a large proportion.

  However, with the rapid growth of the number of new energy private vehicles, the problem of difficult charging of family vehicles has become increasingly prominent.

The reporter found in an interview that compared with the construction of public charging piles, which are constantly striving to speed up, the "last mile" of household charging piles is still full of obstacles.

It is not easy for new energy vehicle owners to achieve "freedom of charging" and to use cheap and convenient household charging piles in their own communities.

  Private cars are easy to buy, but "private piles" are difficult

  "I only found out after I bought a car that I can't install a charging pile in my parking space." Ms. Zhang, who lives near the South First Ring Road in Hefei, Anhui, just bought a new energy vehicle last month. The manufacturer comes with a home charging pile and provides free installation services. , Unexpectedly, it was stuck at the "door of the house".

  "The power supply department needs the property to provide a permit for construction, but the property says that it needs the consent of the power supply department to seal." The two departments are mutually premised, and Ms. Zhang was repeatedly "kicked" like a ball.

In the end, she could only choose to charge at a nearby charging station. During peak hours, she had to wait in line, and she had to pay extra for more than 3 hours of free parking time.

"Not only is it inconvenient to charge, but you also need to keep an eye on the time, and the cost is half as expensive as the household pile." Ms. Zhang said.

  The reporter called the State Grid customer service and learned that according to regulations, the charging facilities set up in residential homes and residential quarters implement the combined meter user electricity price in the residential electricity price.

Taking Hefei as an example, the normal price is 0.6153 yuan/degree from 8:00 am to 10:00 pm, and the valley price is charged at 0.3353 yuan/degree from 10:00 pm to 8:00 the next day.

The reporter saw on the applet of a charging pile operating company located in the center of Hefei Xindi that the charge consists of two parts: electricity fee and service fee, and is divided into 7 time periods.

  Charging at a charging station not only costs more, but also costs more time.

Ms. Wu, who lives in Tongling, Anhui, was also forced to go to a public charging station because the installation of private charging piles failed.

The closest charging station to Ms. Wu's house is 6 kilometers away and is in a high-speed service area.

  "After more than a year of tossing, the charging pile is still not installed." Ms. Wu said that the reason given by the property was the lack of electricity and the limitation of the civil air defense project to install.

She consulted the power supply, fire protection and other departments successively and said that there was no problem, but the property still did not agree to stamp the installation application form.

  There are many obstacles for charging piles to enter the community

  "Of the more than 40,000 vehicles delivered in 2021, nearly 20,000 of the charging piles delivered with the vehicle cannot be delivered." The CEO of a new energy vehicle manufacturer said a few days ago that among its brand consumers, nearly half of them consume The driver drove off the car but did not take the charging pile with him.

  In Tianjin, only 29 percent of new energy vehicle owners use private charging points, according to a survey released by the Tianjin Consumers Association in January.

Among the reasons for not being able to install private charging piles, "no private parking spaces" and "community properties not allowed" accounted for a higher proportion, accounting for 51.2% and 29%, respectively.

  In a WeChat group called "Charging Pile Installation Difficult Communication Group", the reporter saw various situations in which personal charging piles were blocked from the community: insufficient fixed parking spaces, limited power grid capacity, and potential safety hazards... In addition, there are Residential properties are informed that they cannot install charging piles with "residential electricity charging standards", and some require the consent of other owners.

Some car owners said that they can charge new energy vehicles only by purchasing parking spaces equipped with charging piles by developers, and such parking spaces are more than 10,000 yuan more expensive than ordinary parking spaces.

  Regarding the issue of charging piles entering the community, the "Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas" issued by the National Development and Reform Commission and other four departments in 2016 has made it clear that: for owners of fixed parking spaces or long-term lessees (with a lease term of one year or more) ) Acts or requirements for building charging infrastructure, the owners' committee (or the management unit authorized by the owners' meeting) shall agree in principle and provide necessary assistance.

During the installation process, the property service company should provide relevant drawings and materials in a timely manner, and actively cooperate with and assist on-site investigation and construction.

  But in reality, there are still many concerns about residential properties.

The reporter called the property of the community where Ms. Wu is located. The staff said that the community was completed in 2014, and the installation space and facilities for charging piles had not been reserved during the planning and construction. At the same time, there were no fixed parking spaces in the community, and installing private charging piles would also lead to unclear rights and responsibilities. problems, which can easily lead to disputes among owners.

  How to get through the "last mile" of charging?

  According to industry insiders, the installation of charging piles in communities involves charging operators, owners, industry committees, developers, properties, etc., which is more complicated, especially in old communities, and it is more difficult to promote.

  For the property, the installation of private charging piles is thankless, not only to increase the management cost, but also to avoid the responsibility of the corresponding accident, so its enthusiasm is not high.

  In order to further open up the "last mile" of charging piles into the community, all localities are making efforts to solve the problem.

In November last year, Hunan issued new regulations, proposing that the electric vehicle charging infrastructure should be "mainly used by (dedicated), and supplemented by public use", and encourage private car owners to build their own charging piles.

Individuals who install charging facilities in their own garages and parking spaces do not need to apply for relevant documents such as construction land planning licenses. If charging piles are installed in fixed parking spaces with a lease term of more than one year in residential quarters, property service companies shall support and cooperate.

Those who do not cooperate will be dealt with by the housing and urban-rural development departments at all levels.

  Some places are also exploring solutions to the problem of objective constraints in old communities.

In Anhui, car charging facilities have been included in the renovation of old residential areas, and some residential areas will pilot the unified construction and management of charging facilities.

The city management and development plan recently released by Beijing during the "14th Five-Year Plan" period also proposes to study and formulate opinions on the construction and management of electric vehicle charging facilities in residential areas, support and encourage the electrification of charging facilities to be included in the renovation project of old communities, and promote electric vehicle charging in residential areas. Car charging facilities "should be fully loaded".

  "At this stage, the development of new energy vehicles is being transformed from policy-driven to market-driven. In this process, effectively solving the charging problem is crucial to promoting industrial development."
