The bidders must build a friendly community for all ages, and put forward construction requirements that are mainly suitable for the elderly in terms of supporting facilities, indoor space, traffic flow design, public space, smart application and security, and services.

  At the same time, taking into account the special needs of people of other age groups, in particular, it is clarified that on the basis of the building scale determined by the land supply audit opinion, the project is allowed to add 500-1000 square meters of old-age service facilities to meet the daily needs of the elderly.

  In addition, for projects other than pilot projects, an encouraging policy of building "all-age friendly communities" has also been proposed, encouraging enterprises to voluntarily build all-age friendly communities.

The assignment document clarifies that the Municipal Planning and Natural Resources Committee, together with the Municipal Housing and Urban-Rural Development Commission, the Civil Affairs Bureau, the Municipal Health Commission and other professional departments, will organize an all-age friendly community review of the planning and design scheme before obtaining the construction project planning permit.
