Two officials in two vehicle insurance companies confirmed that the comprehensive insurance policy covers damages resulting from accidents caused by electric scooter users, as these damages are repaired, and then the cost of these repairs is returned to the person responsible.

They explained to "Emirates Today" that in the event the accident occurred by children or persons under the legal age, the guardian bears the cost of the repair, pointing to well-known legal procedures used by insurance companies, to compel the person causing the accident, or his guardian, if He was underage, to pay for the repairs.

Recently, traffic accidents between vehicles and electric scooters have raised questions among drivers about the legal responsibility involved, especially when the culprit is the driver of the scooter, and how the victim, the owner of the vehicle, obtains his rights, whether in compensation or repair of his vehicle.

Drivers considered that regulating the issue of compensation and repair in electric scooter accidents with vehicles is a necessary requirement, especially with the spread of its driving on the roads, and indiscriminately threatening the lives of road users, especially since those who drive it are not qualified or have a license to drive it, let alone use it on Pedestrian sidewalks, and distorting the appearance of the city by using them in cases, transporting goods, and delivering foodstuffs to homes, while employees use them to reach their destinations.

"Emirates Today" has monitored random driving by electric scooter drivers, as some of them crowd vehicles, and others use the sidewalks.

The monitoring process, and the testimonies of some vehicle drivers, showed that the drivers of these mechanisms do not adhere to safety and prevention requirements, such as wearing a helmet, as well as using it to transport more than one person on the same scooter, speed, and perform acrobatic movements, especially by grocery workers.

It was also noticed that some individuals, especially the owners of groceries, made modifications to it, by installing “baskets” to load items.

The driver, Magdy Ahmed, said that he noticed the lack of commitment by the electric scooter drivers to traffic laws, such as driving in the middle of the road, excessive speed, and sudden deviation, calling for controlling and regulating the use of such mechanisms on the roads.

For his part, the driver, Muhammad Sadiq, wondered about the legal situation in the event of an accident caused by the scooter driver, and how can the injured person obtain his right, whether to repair his vehicle or otherwise?

In turn, the driver (Mahmoud.S.) demanded the establishment of unified controls for the use of the electric "scooter", with a list of penalties for violating traffic laws.

In addition, the head of the car accidents department at Al Buhaira Insurance Company, Suleiman Dhaher, said that the comprehensive insurance policy covers damages resulting from accidents caused by people using electric bicycles known as “scooters”, as these damages are repaired, and then returned. If he refuses, legal measures are taken against him, such as taking the matter to the prosecution, and then the court.

He added: "In the event that the insurance is (against third parties) only, insurance companies cannot, unfortunately, repair the damaged vehicles, and the owner can resort to the police to follow up on what can be taken, to oblige the cause of the accident the cost of repair."

And he continued: “In the event of an accident caused by a driver (scooter) or electric bike, even if this bike was not licensed or insured, the insured must have comprehensive insurance, to obtain a report from the police, and send it directly to the insured company.” .

He pointed out that in the event that the accident occurred by children or young people under the legal age, the guardian bears the cost of the repair, as the insurance company returns to him to pay it, according to legal procedures as well.

For his part, the official in charge of car accidents in an insurance company in Abu Dhabi, who preferred not to be named, stated that the damages resulting from accidents of electric bicycles and “scooters” have spread in the recent period, and sometimes the damage resulting from them is very expensive.

He added, "Insurance companies usually deal according to the document that a person owns, and if he has comprehensive insurance, the damages can be repaired, and then refer to the culprit to pay the financial cost," pointing out that there are recognized legal procedures, which insurance companies operate, to compel the person. The person causing the accident, or his guardian, if he is under the legal age, to pay the value of the repair.

He stressed that the insured must have comprehensive insurance, only the police report, and then the insured company will follow up on the rest of the procedures.
