At a recent press conference, Ma Xulin, director of the General Service Department of the State Post Bureau, announced that the current "postal and express cooperation" has accumulated Covering 239,000 organic villages, with a coverage rate of 48.5%, helping express companies to deliver about 400 million express items on their behalf.
Rural delivery logistics is one of the important channels for agricultural products to go out of the village to the city, and consumer goods to the countryside to enter the village.

Data shows that since the 18th National Congress of the Communist Party of China, my country has built 8,440 postal service bureaus in townships and towns, achieving full coverage of postal service bureaus in towns and villages.
At present, 556,000 designated villages across the country have direct mail access, realizing the “every-village mail service” in designated villages.
Increase investment to make up for shortcomings in facilities.
Since the 18th National Congress of the Communist Party of China, various regions and departments have invested a total of 8.91 billion yuan, renovated and renovated more than 18,000 post offices and county-level business buildings, and updated and added more than 17,000 postal and delivery vehicles.
Take multiple measures to improve service level.
By the end of 2021, the on-site check-in rate for delivery in the nationally-organized villages will remain above 97%, and the proportion of the designated villages in the western region where the delivery frequency is three or more times a week exceeds 98%.
It is not easy to achieve the goal of "establishing offices in townships and villages, and delivering mail to every village".

"Although my delivery section has 9 villages, more than 20 hills, and more than 120 kilometers of mountain roads, I still need to work hard to deliver universal postal services to the masses." Shuai Dehua said.

Caoba Village, Zhenba County, Hanzhong City, Shaanxi Province is a remote administrative village. The one-way delivery mileage is 39 kilometers. The original one-way delivery operation took 120 minutes.
On September 17, 2020, the first drone mail route in Shaanxi Province was officially opened in Zhenba County, and the one-way delivery operation time in Caoba Village was shortened to 20 minutes.
During the "Double 11" that year, a total of 1,365 party newspapers and journals, 207 letters and 17 EMS mails were delivered by drones in Caoba Village, all of which were delivered safely and on time.

Taking Yunnan Province as an example, in order to achieve 100% direct postal service in the established villages, in 2021, the Yunnan Provincial Postal Branch will add 386 new delivery personnel, 122 motor vehicles, invest 77.2435 million yuan, and increase 327 delivery routes.
Efforts to build a three-level logistics system
"You can sell apples for 8 months a year, and every apple tree becomes a 'cash cow'." Hu Xiuhong, a fruit farmer in Yangliuqiao Village, Shuanghe Township, Yanyuan County, Liangshan Yi Autonomous Prefecture, Sichuan Province, praised.
The growth of fruit farmers' income is inseparable from the air-conditioned fresh-keeping warehouse built by China Post in Yanyuan County.
"The air-conditioned fresh-keeping warehouse can extend the storage period of apples from 3 months to 8 months," said Wang Ying, deputy general manager of Yanyuan County Post Branch. "
In recent years, while consolidating the basic rural postal network, the State Post Bureau and the Post Group have jointly promoted the construction of a three-level rural logistics system in Post County, and strived to play a leading role in the high-quality development of rural logistics.
In counties and townships, we will strengthen equipment allocation and improve logistics, warehousing, distribution and processing capabilities.
The State Post Bureau actively promotes postal enterprises to improve county and township processing centers, village-level sites and cold chain facilities, and strengthen the construction of cold chain logistics service capabilities.
Up to now, postal enterprises in various regions have built 2,191 county and rural e-commerce warehouse distribution centers.
In the village, integrate various terminals and expand the service content.
In recent years, postal enterprises have integrated village postal stations, Sannong service stations, and small business supermarkets in villages through the "multi-station integration" approach, and have deployed 355,000 "mail and Tesou" e-commerce service stations.
At the same time, the "postal and express cooperation" model continues to be promoted, and more and more express delivery companies use the postal three-level logistics system to achieve "entering villages and households".
In Wanzhou District, Chongqing City, at 3:00 pm every day, the mail car will stop on time at the entrance of Debang Longdu Express.
Several German staff skillfully moved large and small express items into the mail cart.
Afterwards, they will be sent to the Wanzhou District Mail Processing Center, sorted together with postal parcels, and then sent to the "Post Express Supermarkets" in various towns and villages.
With the help of "Postal Express Cooperation", the parcels of the outlet can be delivered to the villagers the next day.
According to Ma Xulin, at present, "Postal Express Cooperation" has been fully launched in 31 provinces, covering a total of 239,000 designated villages.
Continue to make up for weaknesses
At present, there are still weak links in the rural postal service system in terms of service capacity, supply quality, and policy coordination, which need to be further filled.

A thorough investigation by the State Post Bureau shows that at present, two-thirds of the more than 3,000 natural villages in Dabian have not yet achieved direct postal service.
"Most of these Dabian natural villages are located in alpine mountains, Gobi deserts and subtropical mountains and jungles. They are sparsely populated and have inconvenient transportation, making it difficult to send direct mail." Ma Xulin said.
Taking the Xinjiang Uygur Autonomous Region as an example, the one-way mileage of the 16 Dabian natural villages without direct postal service is 173 kilometers at the longest and 15 kilometers at the shortest. The distance is long and the road conditions are poor.
To this end, the State Post Bureau has formulated the "Three-Year Action Plan for Promoting Universal Postal Coverage in Dabian Natural Villages during the "14th Five-Year Plan" Period (2022-2024)", which is currently soliciting opinions.
"Our goal is that by the end of the '14th Five-Year Plan', the country's natural villages will achieve a stable frequency, safe and convenient postal service, and mail delivery to the village." Ma Xulin said.
——The service capacity needs to be further improved.
According to reports, at present, my country's county-level processing centers, township warehouses and distribution nodes are generally lacking in automatic sorting, cold chain logistics and storage facilities, and the ability to serve modern agriculture is weak.
In the next step, China Post will continue to promote the construction of a three-level postal logistics system, and continue to promote the automotiveization of rural postal routes.
By the end of 2022, strive to achieve auto delivery in 80% of rural counties.
"The State Post Bureau will support the construction of county-level mail processing centers and the upgrading of township post offices, and encourage express delivery, e-commerce and other enterprises to jointly station and share intensively." Ma Xulin said.

Ma Xulin said that the number of rural villages in my country is large and wide, the layout is scattered, the volume of express delivery business is small, and the logistics cost is relatively high.
"Relying solely on the role of the market, it is difficult for rural express delivery to be 'stable' after being 'entered'."
In order to solve the problem that express delivery is easy and difficult to “reside in the village”, the State Post Bureau will actively coordinate with local government departments, strive for policy and financial support, and promote the healthy development of “post express cooperation” express delivery into villages.
At the same time, further improve the operation mode of "Postal Express Cooperation", connect service standards, ensure smooth service, achieve smooth information, and enhance the continuity and stability of cooperation.
