It is necessary to establish mechanisms such as urban public transport passenger committees, regularly conduct urban public transport passenger satisfaction surveys, establish a complaint handling system for urban public transport passengers, improve the completion rate of complaint handling, and continue to improve urban public transport passenger satisfaction.

  The "Administrative Measures" require that the construction of public transport cities should implement the national carbon peaking and carbon neutral work deployment requirements, build a slow traffic system, reasonably guide car travel, improve the green travel environment, and increase the proportion of green travel.

It is necessary to increase the ratio of new and updated new energy urban buses and trams, rationally deploy and construct charging and replacing facilities, and promote the green and low-carbon development of urban public transportation.

  The "Administrative Measures" proposes that the construction of public transport cities should build a policy guarantee system for the priority development of urban public transport, establish a government-purchased urban public transport service system, a service quality assessment and evaluation system, and a ticket system and fare dynamic adjustment mechanism, and reasonably define the operation of urban public transport. The subsidy scope shall be subsidized and compensated for policy losses caused by the implementation of low fares, ticket reduction or exemption, and undertaking government mandated tasks, and shall be included in the fiscal budget at the corresponding level to effectively ensure that urban public transport operation subsidies and compensation are allocated in place on time.
