  Five departments including the Ministry of Industry and Information Technology issued the "Guiding Opinions on Further Strengthening the Construction of New Energy Vehicle Enterprises' Safety System" (hereinafter referred to as the "Guiding Opinions") on April 8, covering design, production, service, accident response, network security, etc. 22 principles are put forward.

It is clearly pointed out that the safety protection capability of the power battery in the state of collision, extrusion, and water immersion is improved.

  The Ministry of Industry and Information Technology stated that the development of my country's new energy vehicle industry has achieved remarkable results, with production and sales ranking first in the world for seven consecutive years, the rapid improvement of product technology, the gradual establishment of an industrial ecosystem, and the continuous improvement of the supporting environment.

The industry's understanding of safety issues has been deepened, the safety level of new energy vehicle products has been significantly improved, and the overall safety situation has continued to improve.

  The Ministry of Industry and Information Technology also pointed out that with the rapid growth of the number of vehicles and the increasing number of old vehicles, the quality and safety risks of new energy vehicle products still exist, and the quality assurance system of some enterprises still needs to be improved; at the same time, network security, data The emergence of new issues such as safety has also changed the connotation and extension of the safety of new energy vehicles.

  The deputy secretary-general of the Society of Automotive Engineers of China said that in recent years, the development of new energy vehicles has exposed some safety issues, which have attracted great attention from the entire industry and government authorities.

With the continuous in-depth analysis of the causes and mechanisms of safety accidents, the corresponding countermeasures and management measures have become more and more targeted and instructive.

Especially under the new situation of rapid marketization of new energy vehicles and rapid expansion of market ownership, it is more urgent and important to further improve the level of safety prevention and control of the entire industry chain of new energy vehicles.

  According to data released by the State Administration for Market Regulation, there will be 59 domestic new energy vehicle recalls in 2021, a year-on-year increase of 31.1%; 830,000 vehicles are involved, a year-on-year increase of 75.9%, accounting for 9.5% of the total number of vehicle recalls in the year.

Gan Lin, deputy director of the State Administration for Market Regulation, once said that through hard work, my country's new energy vehicle industry has achieved gratifying results, but the challenges are still severe. Like sales, the number of new energy vehicle complaints and reports accepted by the market supervision department is also increasing day by day.

  The "Guiding Opinions" provides opinions in all aspects from product design, supplier management, production quality control, power battery safety, etc., including 22 articles in eight parts.

The safety design guidance documents can be subdivided into vehicle-level, system-level, and component-level, covering more content: including vehicle functional safety, power battery safety, use and control safety, battery charging and replacement safety, fire safety, network security, etc.

  Guo Shougang, deputy director of the First Division of Equipment Industry of the Ministry of Industry and Information Technology, said that the emergence of new issues such as data security and network security has also changed the connotation and extension of new energy vehicle safety.

Promote the high-quality development of the new energy vehicle industry, further consolidate the main responsibility of new energy vehicle enterprises, accelerate the construction of a systematic, scientific and standardized safety system, and effectively improve the level of product safety.

  The Ministry of Industry and Information Technology stated that power batteries are the core components of new energy vehicles, and improving the safety of power batteries is a core element.

The "Guiding Opinions" make it clear that the safety protection capability of power batteries under conditions such as collision, vibration, extrusion, water immersion, and abnormal charge and discharge should be improved.

Encourage enterprises to research and apply thermal runaway real-time monitoring and warning devices and early suppression and fire-fighting measures.

  "Power battery is the key link." Qu Guochun, director of the Equipment Industry Development Center of the Ministry of Industry and Information Technology, said that as the main body of safety responsibility, vehicle companies must start from the design needs of the vehicle and put forward clear technical requirements to power battery companies, including in the design stage, In-depth cooperation should be carried out in vehicle matching, thermal management strategies, abnormal state monitoring, and testing and verification.

On the other hand, vehicle companies and power battery companies must jointly and strictly control product consistency to ensure that mass-produced products meet safety design goals.

  Recently, the Ministry of Industry and Information Technology issued the "Key Points of Automobile Standardization in 2022", one of which is to start the revision of relevant standards for electric vehicle power battery safety, and further improve the thermal runaway alarm and safety protection level of power batteries.

Accelerate the research on a series of standards for remote service and management of electric vehicles, revise the post-collision safety requirements for fuel cell electric vehicles, and further strengthen the safety guarantee of electric vehicles.

  Different from traditional fuel vehicles, the "Guiding Opinions" also put forward the direction of protection measures and the risks that should be prevented from various aspects such as network security, data security, and information security.

In addition, the use of big data monitoring platform can give early warning and prompt enterprises to take effective measures to eliminate hidden dangers.

  In response to new issues such as network security and data security, the "Guiding Opinions" proposes that enterprises should implement the requirements of key information infrastructure security protection, network security level protection, real-name registration of car networking cards, and automotive product security vulnerability management in accordance with the law, and effectively implement data security protection. It is obliged to establish and improve the whole-process data security management system, and take corresponding technical measures and other necessary measures to ensure data security.
