"My family is 'unfinished'," he said.

  "Unfinished buildings" not only damage the interests of home buyers, but also affect the image of the city.

In addition to the Xicheng era, Kunming's Liyang Star City, Southwest Sea, and a different kind of happiness city, Chuxiong's Wanhu Dongcheng, Yuxi's Yushui Jinan project, Wenshan's Shuncheng Bai Shixing project... Many cities in Yunnan have "bad" The "tail building" exists, and some real estate projects have been unfinished for more than 10 years, which has become a disease of urban governance.

  According to a report by the Yunnan Provincial Department of Housing and Urban-Rural Development, as of December 31, 2021, there were 334 unfinished properties in Yunnan Province.

The Kunming Municipal Bureau of Housing and Urban-Rural Development mentioned in a reply letter in December 2021 that there are 112 unfinished building projects included in the provincial coordination mechanism office in Kunming, accounting for 1/3 of the province.

  "The reasons for the formation of unfinished buildings are many and complicated."   In order to resolve the problem of unfinished buildings, the Yunnan Provincial Department of Housing and Urban-Rural Development issued the "Notice on Fully Cleaning Up and Renovating Unfinished Buildings" in March 2020, requiring the housing and construction departments of all municipalities to fully understand the facts and facts before April 30, 2020. According to the situation, formulate a feasible disposal work plan to ensure that all "unfinished and leftover problems" in the province are cleared.

  Since 2021, the Yunnan Provincial Department of Housing and Urban-rural Development has carried out in-depth cleaning and rectification of unfinished buildings. As of December 31, 2021, 248 of the 334 unfinished properties in Yunnan Province have been basically revitalized, with a resolution rate of 74.25%, effectively resolving the difficulties of nearly 290,000 households and 850,000 unfinished building owners.

In July 2013, the construction of Yunxi Gemdale was suspended due to various reasons, and it was "rotten" for 8 years.

It was not until January 2021 that Yunnan Honghe Real Estate Co., Ltd. won 100% of the equity and creditor's rights of Kunming West Real Estate for 979 million yuan, and redeveloped and constructed the unfinished building.

The "Opinions" focus on clearing out incompetent enterprises, dealing with unpaid land transfer fees and idle land, speeding up the procedures for project approval, construction, acceptance and other related procedures by type and situation, flexibly taking enforcement and sealing measures, and in accordance with the "separation of certificates and payments". The principle of handling real estate certificates and other aspects to carry out resolution.

In response to the lack of adequate supervision of commercial housing pre-sale funds in unfinished building projects, Kunming City issued the "Notice on Strengthening the Supervision of Commercial Housing Pre-sale Funds (Trial)" to further strengthen the supervision of pre-sale funds for real estate projects across the city. .
