On April 8, the General Office of the State Council issued the "Three-Year Action Plan for Promoting Employment of Persons with Disabilities (2022-2024)" (hereinafter referred to as the "Plan"), proposing that the national urban and rural areas will be realized in 2022-2024. One million new disabled persons have been employed, their employment and entrepreneurial abilities have been continuously improved, their employment rights and interests have been better protected, and a favorable social environment has been created that understands, cares, and supports disabled persons in their employment and entrepreneurship.

  The "Plan" requires agencies and institutions to take the lead in arranging employment actions for the disabled, to ensure that provincial and prefecture-level agencies with more than 50 employees (inclusive) and institutions (in Elementary schools and kindergartens are excluded), and if the employment of disabled persons does not reach the prescribed proportion, at least one disabled person shall be arranged for employment.

  The "Plan" emphasizes that state-owned enterprises should take the lead in arranging the employment of the disabled on a proportional basis, and those who fail to arrange the employment of the disabled should pay the employment security fund for the disabled in full in a timely manner.

When building new community public service points such as retail kiosks for postal newspapers and magazines, a certain percentage of posts should be reserved for employment of disabled persons, and booth fees and rental fees should be appropriately reduced or exempted, and storefronts should be provided free of charge in places where conditions permit.

Tobacco monopoly management departments in various places apply for a tobacco monopoly retail license for disabled persons, they shall appropriately relax the requirements on the number and spacing of tobacco product retail outlets according to local actual conditions.

  The "Plan" proposes to carry out private enterprises to help disabled people find employment, organize a group of leading platforms, e-commerce, express delivery and other new employment forms to meet the employment needs of disabled people, and develop a number of jobs to recruit disabled people every year.

Private enterprises shall include the employment assistance and proportional arrangement of disabled persons in their corporate social responsibility reports or prepare special social responsibility reports.
