The interpretation of the "Opinions" issued by the First Division of Equipment Industry of the Ministry of Industry and Information Technology shows that in recent years, the development of my country's new energy vehicle industry has achieved remarkable results, with production and sales ranking first in the world for seven consecutive years, the rapid improvement of product technology levels, and the gradual establishment of an industrial ecosystem. The environment is constantly improving.
At the same time, the safety level of new energy vehicle products has been significantly improved, and the overall safety situation has continued to improve.
However, with the rapid growth of ownership and the increasing number of old vehicles, the quality and safety risks of new energy vehicle products still exist, and the quality assurance system of some enterprises still needs to be improved. The connotation and extension of new energy vehicle safety are also changing.
In order to further consolidate the main responsibility of new energy automobile enterprises, establish and improve the product safety guarantee system, effectively improve the level of product safety, and promote the high-quality development of the new energy automobile industry, the five departments, on the basis of the preliminary work, follow the "New Energy Automobile Industry Development Plan ( 2021-2035)” and other relevant requirements, and jointly formulate and issue the “Opinions” according to their respective responsibilities.
The "Opinions" guides new energy vehicle companies to speed up the construction of a systematic, scientific and standardized safety system, comprehensively enhance the safety assurance capabilities of enterprises in safety management mechanism, product quality, operation monitoring, after-sales service, accident response and disposal, network security, etc. The safety level of new energy vehicles will promote the high-quality development of the new energy vehicle industry.
