The "Plan" proposes that by 2025, the Beibu Gulf urban agglomeration will further develop and expand, the urbanization rate of the permanent population will increase by more than 5 percentage points, the level of integrated development will continue to improve, and the blue bay will have a beautiful ecological environment, a vibrant economy and excellent quality of life. The urban agglomeration is preliminarily completed.
The "Plan" requires the preparation and implementation of the digital Beibu Gulf construction plan.
Reasonable layout and construction of new infrastructure such as fifth-generation mobile communication (5G) networks, Internet of Things, data centers, etc., and the establishment of a national-level Internet backbone direct connection point in Nanning and a dedicated channel for international Internet data in Hainan.
Promote joint prevention and control of environmental pollution.
Take the lead in exploring the establishment of a comprehensive management system that integrates coastal areas, river basins, and sea areas, and restrict the water quality of rivers entering the sea with the water quality target of near-shore waters, and strive to achieve or better than 90% of the water quality of Class III standards by 2025.
