The Shaanxi Provincial Department of Human Resources and Social Security, the Shaanxi Provincial Postal Administration, and the Shaanxi Provincial Taxation Bureau of the State Administration of Taxation recently jointly issued the "Implementation Plan for Promoting Primary-level Express Outlets in Shaanxi Province to Participate in Work-related Injury Insurance Work" to promote the preferential participation of grass-roots express outlets in Shaanxi Province in work-related injury insurance. Gradually realize full coverage of work-related injury insurance for express delivery companies and their employees in Shaanxi Province.
It is understood that, according to the plan, express delivery companies and grass-roots express delivery outlets (hereinafter referred to as employers) with the qualifications for employing the main body shall sign labor contracts with couriers according to law, and participate in social insurance for couriers according to law; Labor dispatch companies shall participate in social insurance for labor dispatch personnel in accordance with the law.
The grassroots express delivery outlets that have obtained the express delivery business license from the postal administration department and are qualified as the main body of the employer can directly apply for a single type of insurance for the practitioners; Employers with license qualifications and employer qualifications will apply for priority insurance on their behalf.
It is reported that the insured objects are couriers at grass-roots express delivery outlets, that is, employment groups engaged in express delivery, sorting, transportation, delivery and inquiry services at grass-roots express delivery outlets.
In terms of the payment base and rate, the employer uses the total salary as the payment base, implements the work-related injury insurance rate determined by the employer, and calculates the monthly payment amount.
For couriers who have not signed a labor contract, the industry benchmark rate stipulated by the state shall be implemented.
Officials said that human resources, social security and taxation departments at all levels should simplify and optimize procedures such as insurance registration and payment according to the characteristics of the express delivery industry.
If the courier is injured in an accident or suffers from an occupational disease, he shall submit an application for work-related injury identification in a timely manner, and the relevant human resources and social security departments shall refer to the relevant personnel account information and other evidence to carry out work-related injury identification, work ability appraisal, and payment of relevant work-related injury benefits in accordance with the law.
