After Jinan and Kunming, another mega city has fully liberalized the conditions for settlement.

On April 1, the official website of the Dalian Municipal People's Government issued a notice on the public solicitation of opinions on the "Notice on the Comprehensive Liberalization of Household Settlement Conditions (Draft for Comment)". Those who meet the conditions, themselves, their spouses and children, can settle in Dalian.

According to the notice, persons who meet one of the following conditions, their spouses and children can settle in Dalian: persons with secondary vocational school (technical school) and above education, professional and technical personnel with recognized professional titles, and those who have obtained national vocational qualification certificates personnel; students studying in ordinary colleges and universities (higher vocational colleges) and secondary vocational schools (technical schools) in this city; personnel who have signed labor contracts with employers according to law and paid social insurance in this city; flexible employment in this city and Persons who pay endowment insurance and medical insurance; employees who have been approved by the people's governments (management committees) of all districts (cities, counties) in this city to move into units as an organization and pay social insurance in this city; Operators (including self-employed industrial and commercial households) with licenses; persons who own houses with legal property rights in cities and towns in this city.

At the same time, the parents, spouses, and children of persons with household registration in this city can seek refuge in this city.

Data from the seventh national census shows that the permanent resident population of Dalian in 2020 is 7.45 million, an increase of 760,000 or 11.36% over 2010.

In addition, according to the "Statistical Chart of Economic and Social Development: Basic Population of Super Large and Super Large Cities in the Seventh National Census" released by the National Bureau of Statistics in September last year, Dalian's urban population is 5.21 million, making it one of the 14 mega cities.

According to a reporter from China Business News, including Dalian, three megacities (that is, cities with urban populations between 5 million and 10 million) have been fully opened for settlement.

Besides Dalian, the other two cities are Jinan and Kunming.

In addition, Fuzhou, Shijiazhuang, Nanchang, and other large I-type cities (that is, cities with urban populations between 3 million and 5 million) have also fully liberalized the threshold for settlement.

Prior to March 17, the National Development and Reform Commission issued the "Key Tasks for New Urbanization and Urban-Rural Integration Development in 2022" (hereinafter referred to as the "Tasks"), and cities with a permanent population of less than 3 million in urban areas implemented the policy of comprehensively canceling the restrictions on settlement.

At present, cities with a population of less than 3 million in urban areas include provincial capitals (capitals of autonomous regions) of provinces with smaller populations such as Haikou, Yinchuan, etc., as well as some major economic cities in the eastern coastal areas such as Nantong, Quanzhou, Changzhou, Wenzhou and other cities also have a large number of permanent residents in these places.

Among the cities with an urban population of more than 3 million, many cities including Kunming and Fuzhou have achieved zero threshold for settlement.

In general, except for first-tier cities and individual strong second-tier cities, the threshold for settlement in most cities is already very low, or even zero.

Correspondingly, new first- and second-tier cities are gradually becoming the focus of population inflow.

According to the statistics of the first financial reporter, in 2021, the population growth of new first-tier cities and second-tier cities will be relatively large, and the population growth will be among the best.

Including Wuhan, Chengdu, Hangzhou, Qingdao, Ningbo, Nanchang, Fuzhou, Xiamen and other cities, the increments have reached or exceeded 100,000 people.

Among them, Wuhan increased by 1.2012 million a year, Chengdu increased by 245,000, Hangzhou increased by 239,000, and Nanchang increased by 183,000.

Ding Changfa, Department of Economics at Xiamen University, said that new first-tier cities and second-tier cities, including new first-tier cities and second-tier cities, have experienced rapid economic development and many employment opportunities in recent years; the public infrastructure such as medical care and education in these cities are also good; compared with first-tier cities, housing prices are not so high, plus It is easy to get on and settle down, so these cities are very cost-effective for young people.

In contrast, although third- and fourth-tier cities have zero thresholds for settlement and low living costs such as housing prices, they are less attractive due to relatively few employment opportunities and insufficient development space.

Peng Peng, executive chairman of the Guangdong Provincial Economic Reform Research Association, analyzed that in recent years, Wuhan, Chengdu, Chongqing, Changsha, Hefei, Zhengzhou, Xi'an and other new first-tier cities have experienced rapid economic development and population agglomeration. The gap is getting smaller.
