Qiu Qiwen, Vice Minister of the Ministry of Ecology and Environment, introduced at the meeting that the "Implementation Opinions" proposed three key tasks.
The first is to carry out investigation and traceability. Provincial people's governments make overall arrangements for the investigation and rectification of sewage outlets within their administrative regions. The people's governments at the prefectural and municipal levels assume the main responsibility for organizing and implementing the investigation and traceability of sewage outlets. Based on the principle of knowing the bottom line, one by one, the responsible subjects of sewage outlets shall be clearly defined, and a list of responsible subjects shall be established.
The second is to implement classification and rectification, and divide the sewage outlets into four types: industrial sewage outlets, urban sewage treatment plant sewage outlets, agricultural outlets, and other outlets. Among them, 60,292 sewage outlets from the Yangtze River and 18,886 sewage outlets from the Bohai Sea into the sea were found, which have increased by 30 times and 25 times respectively compared with the numbers previously mastered by various localities and relevant departments.
At present, the investigation and remediation of the Yellow River is still in progress, and the investigation of about 17,000 sewage outlets in the upper reaches of the Yellow River and important tributaries has been completed.
Finding out the bottom line lays a solid foundation for scientific rectification.
Qiu Qiwen said that illegally set sewage outlets in drinking water source protection areas, nature reserves and other areas that need key protection in violation of laws and regulations must be banned in accordance with the law.

Existing sewage outlets of enterprises in industrial and other parks or development zones should be cleaned and merged as much as possible, and sewage should be treated uniformly by centralized sewage treatment facilities in parks or development zones before being discharged.
