  The document clarifies that webcasting platforms and webcasting service agencies should clearly distinguish and define the various sources of income and nature of webcasting publishers, and fulfill the obligation of withholding and paying personal income tax in accordance with the law. Third-party enterprises or by signing an exemption agreement with the webcast publisher for not fulfilling the obligation of withholding and paying personal income tax, etc., pass on or evade the obligation of withholding and paying personal income tax; shall not plan or help the webcast publisher to implement tax evasion.
