The recently approved National Plan for response to the economic and social consequences of the war in Ukraine, which includes the long-awaited bonus when refueling, also incorporates measures to prevent shortages.
In recent days, products dependent on Ukrainian exports had begun to disappear from the shelves.

Law 7/1996 on the Regulation of Retail Trade
will be modified
to allow establishments to limit the number of products that their customers can purchase.
"The third final provision introduces a new section 3 in article 9 of Law 7/1996, of January 15, on the Regulation of Retail Trade", explains the document, to allow "in the
event of extraordinary circumstances or force majeure
that advise, commercial establishments may temporarily suspend the planned ban on limiting the number of items that can be purchased by each buyer.
In other words, the response plan thus modifies the second section of this same article - dedicated to the obligation to sell -, which establishes that "merchants may not limit the number of items that can be purchased by each buyer."
It also includes the prohibition of "establishing higher prices or suppressing reductions or incentives for purchases that exceed a certain volume", although this assumption is not addressed in the modification.
The measure comes shortly after the Russian invasion of Ukraine, also linked to protests from the transport sector, caused
supply problems
in certain products and establishments.
Sunflower oil, which depends largely on exports from Ukraine, was one of the products that came to be rationed by some supermarkets.
Previously, the first national confinement to try to curb the impact of the pandemic also gave rise to episodes of shortages in some goods - the case of toilet paper was famous.
The problem was exacerbated precisely by these rumors and news of product shortages, which led customers to stockpile goods excessively.
With this measure, the Government seeks precisely to avoid repeating the episodes.
