People's Daily Online, Beijing, March 29 (Reporter Yu Lu) "Since March this year, rainfall has occurred many times in the dry area, the water storage situation of the backbone reservoirs has improved, the drought in the Pearl River Basin has been basically lifted, and the work of fighting drought and ensuring water supply has achieved a comprehensive victory. "At the press conference on drought relief work in the Pearl River Basin held by the Ministry of Water Resources on the afternoon of March 28, Liu Weiping, Vice Minister of the Ministry of Water Resources, said.

Liu Weiping said that since 2021, the rainfall in the Pearl River Basin has continued to be low, the inflow of rivers has continued to dry up, and some key reservoirs have been seriously insufficient in water storage. Guangdong, Fujian, Guangxi and other places have experienced droughts of varying degrees, especially the Dongjiang and Hanjiang in eastern Guangdong. The basin suffered the worst drought in 60 years, and the salt tide in the Pearl River Estuary intensified upwards.

In the face of the severe drought and water supply situation, the Ministry of Water Resources and all parties in the basin have taken measures such as water conservation, water system connectivity, remote water transfer, and water pressure to supplement the fresh water.

Salt tide is an ocean tidal activity caused by the gravitational changes of the sun and the moon on the surface sea water. At high tide, when the upstream runoff power is insufficient, the sea water pushes upward along the tidal channel of the estuary with the rising tide, the sea water is inverted, and the salt and fresh water are mixed, resulting in The river water becomes salty.

The salt tide has a great impact on residents' living, industrial production and agricultural water use.

Yao Wenguang, director of the flood and drought disaster prevention department of the Ministry of Water Resources, said that the Ministry of Water Resources attaches great importance to the drought relief work in the Pearl River Basin. In response to the impact of the salt tide in the Pearl River Delta, it insists that the word "prediction" should be in the first place and the word "real" should be the foundation, and strengthen forecasting, early warning, rehearsal, and planning. "Four-prevention" measures, strengthen the monitoring of the "four conditions" of rain, water, drought and salty conditions, issue drought warnings in a timely manner, initiate drought-relief level IV emergency response, carry out drought-relief scheduling rehearsal, roll out optimization of scheduling plans, and fight proactively, Play a good first move, and do our best to fight drought, reduce salty water, and ensure water supply.

Wang Baoen, director of the Pearl River Water Conservancy Committee of the Ministry of Water Resources, said that according to the deployment of the Ministry of Water Resources, the Pearl River Water Conservancy Committee of the Ministry of Water Resources, together with the water conservancy departments of Guangdong, Fujian, Guangxi and other provinces (autonomous regions), formulated emergency water dispatch plans, scientifically dispatched backbone water conservancy projects, and built local reservoirs to grab The Xijiang, Dongjiang, and Hanjiang water supply guarantee "three lines of defense", which are the timing of water storage and replenishment, the timely adjustment of water pressure and salty water in near-ground reservoirs, and the continuous replenishment of water reserves in remote reservoirs.

"The establishment of the 'three lines of defense' has become a solid barrier for drought resistance and water supply in the Guangdong-Hong Kong-Macao Greater Bay Area and eastern Guangdong." Wang Baoen introduced, "The first line of defense" Fill the water tank in front of the gate”; the “second line of defense” is that the near-ground reservoirs implement emergency water replenishment scheduling by increasing the water level of the reservoir; Use every cubic meter of water carefully.

It is understood that since the first implementation of emergency water diversion for the Pearl River in early 2005, the Pearl River Water Conservancy Commission of the Ministry of Water Resources has successfully organized and implemented the water volume regulation of the Pearl River during the dry season of the Pearl River for 18 consecutive years. Urban and rural residents in the delta and other places have safe water for domestic use.

"The Pearl River Basin has achieved remarkable results in fighting drought and ensuring water supply, but the drought response process also revealed that the Pearl River Basin still has obvious shortcomings and deficiencies in preventing droughts." Liu Weiping said that for the Pearl River Basin, we will focus on three things: 1. It is to comprehensively improve the water resources allocation capacity in the basin area, and in accordance with the requirements of the national water network construction planning outline, based on the whole basin and even across the basin, from a wider space and a larger scale to plan the optimal allocation of water resources.

The second is to accelerate the construction of key projects, accelerate the construction of major projects such as the Pearl River Delta water resources allocation project, the Beibu Gulf water resource allocation project, and the southwestern Fujian water resource allocation project, and accelerate the formation of the main skeleton and arteries of water resources allocation in river basins and regions.

The third is to improve the water diversion and storage capacity of regional water resources.

"The Ministry of Water Resources will always put the safety of people's lives and property in the first place, based on the prevention of major floods and droughts, and for the exposed weak links, it will quickly check for leaks and fill the gaps, and make up for the shortcomings of disaster early warning and monitoring. We will speed up the construction of a defense line against flood and drought disasters, and make every effort to do a good job in flood control and drought relief, so as to ensure the safety of flood control and water supply." Liu Weiping said.
