In the era of digital economy, small and medium-sized enterprises are faced with a must-answer question on the road to "specialization, specialization and innovation": how to better realize digital transformation?

  Small and medium-sized enterprises are the "capillaries" of China's economy. Among the more than 48 million enterprises, more than 90% are small and medium-sized enterprises. They contribute more than 50% of tax revenue, more than 60% of GDP, more than 70% of technological innovation, and 80% of above the urban employment population.

When small and medium-sized enterprises are good, China's economy will have vitality.

  With the rapid development of the digital economy, digital transformation is imperative for the majority of small and medium-sized enterprises to develop better.

He Qiang, a member of the National Committee of the Chinese People's Political Consultative Conference and a professor at the Central University of Finance and Economics, pointed out that digital transformation will help small and medium-sized enterprises to reduce costs, improve efficiency, effectively enhance their ability to resist risks, and enhance their core competitiveness.

Although most small and medium-sized enterprises have realized the importance of digital upgrading, due to their own difficulties and challenges, the degree of transformation is far lower than that of large enterprises.

  At present, the problems of small and medium-sized enterprises "will not transfer", "have no money to transfer" and "don't dare to transfer" are increasingly prominent.

Due to the weak foundation of data collection, lack of transformation talents and low level of technology application, most enterprises will not transform; Enterprises lack confidence in transformation and dare not do so.

  How do SMEs complete the "must answer" for transformation?

  Zhu Yongxin, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Democratic Progressive Central Committee, put forward four suggestions.

The first is to accelerate the research and development of digital “toolboxes” that are “easy to use at low thresholds” and “highly cost-effective”, so as to reduce the cost and barriers to digital transformation of small and medium-sized enterprises.

The second is to accelerate the establishment of an "incubator" of "government + technology enterprises + professional service institutions".

The third is to accelerate the construction of digital standards and the development of digital training programs, and establish a "reservoir" of digital talents for small and medium-sized enterprises.

The fourth is to accelerate the establishment of more new platforms for external cooperation, deepen the digital cooperation of international small and medium-sized enterprises, and open up and prosper the digital ecology of small and medium-sized enterprises.

  Zhu Yongxin said that it is necessary to track and analyze the digital transformation process, diagnose services and performance evaluations, and give certain preference to financing and fiscal policies for companies that have successfully digitally transformed.

  Application scenarios are an important path to promote industrial digital transformation.

Chen Ailian, deputy to the National People's Congress, believes that it is necessary to actively promote the construction of a demonstration base for digital transformation of the industry.

For example, in the initial stage of digital transformation, the government builds a platform to promote the connection between the head platform and potential customers, eliminate information asymmetry, and promote the effective connection between the digital demand side and the supply side, which can effectively reduce the cost of digital transformation of the SME industry.

  He Qiang suggested that in the process of promoting the digital transformation of small and medium-sized enterprises, a group of new entity enterprises with both digital technology capabilities and real economy attributes should be cultivated, and have a strong role in promoting digital transformation.

Let these new entity enterprises provide targeted solutions for the digital transformation of SMEs in the process of going deep into the industrial chain and supply chain.

  In response to security concerns in the digital transformation of small and medium-sized enterprises, Zhou Hongyi, a member of the National Committee of the Chinese People's Political Consultative Conference, suggested that large enterprises should be encouraged to provide free or low-cost digital security services and products for small and medium-sized enterprises, so as to provide security guarantees for small and medium-sized enterprises to develop "specialized, special and innovative" digitally.

  Regarding how to promote digital empowerment of small and medium-sized enterprises in the next step, the Small and Medium Enterprises Bureau of the Ministry of Industry and Information Technology of China recently stated that it will increase efforts to promote the digital development of small and medium-sized enterprises.

Specific measures include improving service supply capabilities, guiding enterprises to consciously transform, and supporting the development of the digital economy.

Among them, support digital service providers to provide comprehensive evaluation and diagnosis services for digital development for small and medium-sized enterprises, help enterprises find out their shortcomings and weaknesses, and improve their digital capabilities in a targeted manner.

Create 100 replicable and scalable enabling application scenarios, continuously deepen the enterprise's understanding of digital solutions, identify problems, and strengthen the determination to transform.
