In February 2022, the executive meeting of the Guangzhou Municipal Government reviewed and approved the Interim Measures for the Administration of Bonded Bunkering for Ships on International Voyages, which clarified the approval process for the bonded bunkering business of ships on international voyages, business scope specifications, negative lists and detailed rules for enterprise management.

The Guangzhou Xiaohu Petrochemical Terminal has 11 berths, including 2 120,000-ton berths. Yuanheng Warehouse currently has a bonded ship fuel oil storage capacity of 590,000 cubic meters and supporting processes, with a total of 34 storage tanks.

Compared with ordinary fuel, bonded fuel is exempt from customs duties, value-added tax and excise tax, thus attracting more international freighters to berth and consume.
