  At the same time, data from the Traffic Management Science Institute of the Ministry of Public Security shows that although my country's children's road traffic injuries have generally shown a downward trend in the past 10 years, the problem of children's road safety is still serious, with 1 child in every 23 traffic accident deaths.

  Gao Yan introduced at the meeting that in the 10 years from 2012 to 2021, among the children aged 1-14 who died in traffic accidents, the proportion of children aged 1-6 accounted for nearly 60%.

Child occupant deaths account for a relatively high proportion of child traffic injury deaths, accounting for an average of 43.9% in the past 10 years.

Among the deaths of child occupants, motor vehicles are the main ones, accounting for 30.7% of the total number of children's traffic injury deaths, which is 2.3 times that of non-motor vehicles.

The safety of child occupants requires special attention from all walks of life.

  Deng Xiao, deputy director of the Injury Prevention and Mental Health Office of the Chinese Center for Disease Control and Prevention, said that although the child injury mortality rate in my country has dropped significantly during the decade of 2011-2020, injury remains one of the 1-1st in my country. It is the leading cause of death among 17-year-old children, and road traffic injuries are the second leading cause of death among children in my country.

With the rapid development of motorization in my country, the issue of children's car safety has become increasingly prominent as the focus of children's road safety.

  The reporter learned from the meeting that although the equipment of child safety seats in my country is still at a low level compared with developed countries, the equipment of child safety seats is being rolled out from developed areas in my country to the whole country, and there are some areas in the southwest, northwest and other regions. increased.

  Yu Lingyun, director of the Public Law Research Center of Tsinghua University Law School, said that in terms of national legislation, the newly implemented Law on the Protection of Minors last year included child safety seats, which has positive significance for promoting the use of child safety seats nationwide.

When the "Road Traffic Safety Law" is revised, if child safety seats can be successfully incorporated into the legislation, it will effectively guide local legislation and law enforcement practices.

  Yu Lingyun also mentioned that in the choice of the legislative model, considering the acceptance of the public, the practical difficulties of law enforcement, the need for training of propagandists and the need to improve the consumer market, it is recommended that legislation requires that people under the age of 12 and less than 1.4 meters in height. Children should correctly use child safety seats that meet national standards, and adopt a general legislative approach to allow localities to try to explore the application of penalties for certain ages and heights according to their own economic and social development.
