After becoming an approved exporter, its goods do not need to apply for a certificate of origin to the customs one by one when exporting the goods, and can independently issue a statement of origin, which is equivalent to Certificate of Origin issued by Customs.

  "Being an approved exporter, it is more convenient to enjoy RCEP tariff preferences, and it is more flexible to arrange the production and export of goods." said Wang Zhifang, executive deputy general manager of the heavy industry division of Shanxi Huaxiang Group.

  The certificate of origin includes the certificate of origin and the declaration of origin, which are used to indicate the origin qualification of the goods.

In the Regional Comprehensive Economic Partnership (RCEP), which came into effect on January 1 this year, a new mode of declaration of origin for approved exporters has been added. The issuance of the declaration of origin has the same effect as the certificate of origin issued by the customs, and enjoys the corresponding preferential treatment of tariff reduction.

  In order to help enterprises fully enjoy the dividends of the RCEP policy, Linfen Customs, a subsidiary of Taiyuan Customs, took the initiative to publicize the approved exporter system and the RCEP tariff reduction policy to enterprises, guide enterprises to apply for accreditation, help enterprises sort out and establish tariff reduction lists, and guide enterprises to improve free trade agreements Apply ability, make good use of the cumulative rules of origin, and enjoy policy dividends.

  Chen Ran, a customs officer of the Second Comprehensive Business Division of Taiyuan Customs, introduced that the autonomous declaration system of origin is one of the important features of high-level free trade agreements, and it is also one of the highlights of the implementation of RCEP, reflecting the corporate credit management concept jointly advocated by RCEP member states. , which will further reduce the cost of enterprises and improve the convenience of customs clearance.

  The member countries of RCEP and Shanxi Province share a large share of trade in goods and are highly complementary in economy and trade. They have broad space for cooperation in digital economy, infrastructure construction, equipment manufacturing, coal chemical industry, and the development of characteristic agricultural products.
