　　Zhongxin Finance, Feb. 22. On the 22nd, the Chinese government website issued the "Opinions of the General Office of the State Council on Accelerating the Promotion of the Expanded Application Field of Electronic Certificates and the National Interoperability and Mutual Recognition".

The opinion proposes to establish a list of electronic license issuance and use, and incorporate it into the dynamic management of the national integrated government service platform.

Promote the national exchange and mutual recognition of electronic certificates.

　　Opinions put forward to improve the collaborative promotion mechanism for the application of electronic licenses.

Strengthen the cross-regional and cross-departmental work coordination in the application of electronic certificates, and promote the resolution of key and difficult issues in the expansion of the application fields of electronic certificates and national mutual recognition.

Formulate and improve the national exchange and mutual recognition of electronic certificates and licenses, and clarify the responsibilities and obligations of electronic certificates and licenses in each link such as issuance, holding, use, sharing, and retention to ensure clear rights and responsibilities.

　　Promote the standardization of electronic licenses.

Establish and improve a standard system covering electronic license application business, data, technology, management, security, etc., formulate electronic license signature, electronic seal password application and other specifications, and improve the use of electronic licenses in mobile services, self-service and other fields.

Establish a list of electronic license issuance and use, and incorporate it into the dynamic management of the national integrated government service platform.

Industry competent authorities organize the formulation and improvement of relevant standards and issuance rules for electronic licenses in the industry and field, and promote the full standardization of commonly used electronic licenses such as ID cards, household registration books, business licenses, social organization registration certificates, business licenses, and vocational qualification certificates.

Accelerate the implementation of standards, promptly complete the standardization of existing licenses, and fully support the development of electronic applications and national mutual recognition.

Establish and improve the standards and norms for filing electronic certificates and licenses, and further promote the electronic management of the whole process of filing documents for government services to ensure that the electronic files formed are reliable in source, standardized in procedures, and compliant with regulations.

　　Efforts will be made to improve the quality of electronic certificate data.

Relevant departments in all regions should coordinate the construction and improvement of the electronic license database of their own regions and departments, and gather electronic license information on the national government service platform in accordance with the principle of "what should be left behind".

For special circumstances such as missing data elements of entity licenses and adjustment of issuing agencies, industry competent authorities should clarify the relevant measures for the production and issuance of electronic licenses.

Relying on the national integrated government service platform, government service convenience hotline and other channels, establish and improve the electronic certificate data quality problem objection, complaint handling mechanism and rapid verification and update workflow, and continuously improve the integrity, accuracy and sharing timeliness of electronic certificate data.
