The opinions put forward that before the end of 2022, the commonly used licenses of enterprises and the public will basically be electronic, issued and applied simultaneously with the physical licenses, and the standards will be unified and mutually recognized across the country.
The work objectives proposed in the Opinions are as follows: by the end of 2022, the electronic license sharing service system of the national integrated government service platform will be basically established, the electronic license issuance mechanism will be established and perfect, and the licenses commonly used by enterprises and the public will be basically electronic, and the production and issuance of physical licenses will be synchronized. Application, unified standards, interoperability and mutual recognition across the country; electronic certificates are widely used in the field of government services, social application has made positive progress, and "reduction of certificates and convenience for the people" has achieved remarkable results.
By 2025, the rules and regulations of the application system of electronic licenses will be more complete, and the application fields will be more extensive. Remarkable results have been achieved in supporting the standardization, standardization and facilitation of government services, and it will further facilitate enterprises and the public to handle affairs.
In terms of expanding the application field of electronic licenses, we will focus on deepening convenience services and expanding the application fields of personal electronic licenses.
Accelerate the promotion of electronic certificates and licenses commonly used by individuals such as birth medical certificates, household registration books, ID cards, social security cards, academic degree certificates, vocational qualification certificates, driver's licenses, newly-applied marriage (divorce) certificates, real estate property certificates, and real estate registration certificates. Application scenarios that are closely related to the production and life of the masses, such as marriage registration, birth registration, housing provident fund transfer and continuation, employment and entrepreneurship, household registration relocation, social security card application, endowment insurance relationship transfer and continuation, off-site medical reimbursement, real estate registration and other application scenarios , and continue to enrich other application scenarios according to the needs of the masses, and promote the widespread use of relevant electronic certificates.
If government departments can inquire and verify related information through electronic certificate sharing, individuals are no longer required to provide physical certificates or paper copies, and the relevant information required for handling affairs is not required to be filled out.
