  Focusing on the strategic goal of achieving common prosperity, Chang Tiewei revealed that in the next step, the National Development and Reform Commission will, on the one hand, solidly promote the construction of Zhejiang Demonstration Zone to continuously achieve new results, and play a leading role in demonstrations across the country.

  On the other hand, the National Development and Reform Commission will continue to strengthen research on major issues and policy formulation.

  The first is to promote the formulation and release of the Action Plan for Promoting Common Prosperity.

Focusing on narrowing regional gaps, urban-rural gaps, income gaps, and public service gaps, build a basic institutional arrangement for primary distribution, redistribution, and three-time distribution coordination and support, and pay more attention to rural areas, grassroots, underdeveloped areas, and people in need.   The second is to take the lead in researching and formulating an implementation plan for expanding the middle-income group.

Chang Tiewei revealed that the policy will focus on key groups to implement precise policies, and on the basis of the general increase in the income of urban and rural residents, to promote more low-income groups to enter the ranks of middle-income groups.

  The third is to study and build a monitoring and evaluation system for promoting common prosperity.

  Meng Gang, director of the Zhejiang Provincial Development and Reform Commission, said that "expansion" and "lowering" are one of the 10 landmark achievements anchored by Zhejiang Province this year.

The goal of "expanding the middle" and "raising the lower" is to promote the formation of an olive-shaped social structure with middle-income groups as the main body.

Focusing on this goal, Zhejiang proposed a quantitative goal: by 2025, the proportion of households in Zhejiang with an annual disposable income of 100,000 yuan (RMB, the same below) to 500,000 yuan should reach 80%, and the group with an income of 200,000-600,000 yuan The ratio should reach 45%.

  In order to promote this goal, Xie Xiaobo, deputy director of the Zhejiang Provincial Development and Reform Commission, pointed out that in terms of promoting employment, Zhejiang has proposed measures such as improving the employment promotion mechanism, focusing on solving structural contradictions in employment, and creating a fair employment environment.

In terms of optimal distribution, measures such as establishing and improving a scientific wage system, innovating and improving fiscal and taxation policy systems that are conducive to adjusting income gaps, improving a fair and sustainable social security system, and accelerating the construction of a new charity system have been proposed.

In terms of strong capabilities, measures have been proposed to promote the quality and balance of basic education, enhance the adaptability of vocational education, improve the quality of higher education development, and improve the open and sharing system for lifelong education.
