  Chang Tiewei said that the National Development and Reform Commission will continue to strengthen research on major issues and policy formulation around the strategic goal and practical path to achieve common prosperity.

  First, in accordance with the unified decision-making and deployment of the CPC Central Committee, promote the formulation of the "Outline of Action for Promoting Common Prosperity", focusing on narrowing regional gaps, urban-rural gaps, income gaps and public service gaps as the main direction, and build a coordinated and supporting system of primary distribution, redistribution and three distributions. For basic institutional arrangements, we should pay more attention to the inclination towards rural areas, grassroots, underdeveloped areas and people in need, and make in-depth plans for the top-level design to promote common prosperity.

  The second is to take the lead in researching and formulating an implementation plan for expanding the middle-income group, which is a clear requirement of the "14th Five-Year Plan" outline and an important starting point for promoting common prosperity.

We will focus on key groups to implement precise policies, and on the basis of the general increase in the income of urban and rural residents, we will promote more low-income groups to enter the ranks of middle-income groups.

  The third is to study and build a monitoring and evaluation system for promoting common prosperity.

In accordance with the combination of goal orientation and problem orientation, we will work with relevant departments to study the establishment of scientific and feasible monitoring and evaluation indicators that are in line with national conditions, and establish a sound assessment and evaluation mechanism.
