  "9" is the nine groups that we focus on at the current stage.

In accordance with the principle of combining comprehensive coverage and precise policy implementation, on the basis of promoting the full implementation of the eight major paths, we will target the "expanding" key groups with great potential for increasing income and strong driving ability, and the "improving" key groups with low income level and weak development ability. Groups, put forward nine types of groups that need to be focused on at the current stage, these nine groups include skilled workers, scientific research personnel, small and medium-sized business owners and self-employed industrial and commercial households, college graduates, high-quality farmers, employees in new employment forms, and urban farmers. Workers, low-income farmers, and disadvantaged groups have taken the lead in launching a number of incentive policies for differentiated income distribution.
