"8" refers to the eight implementation paths to promote "expansion" and "improvement".

Starting from the overall situation of "systematic optimization of social structure", it proposes eight paths of promoting employment, activating power, expanding channels, optimizing distribution, strengthening capacity, giving more assistance, reducing burden, and promoting new trends, so as to give full play to "expanding China" and "improving new trends". The “low” reform has a leading role in the reform of various fields of common prosperity.

In accordance with the principle of combining comprehensive coverage and precise policy implementation, on the basis of promoting the full implementation of the eight major paths, we will target the "expanding" key groups with great potential for increasing income and strong driving ability, and the "improving" key groups with low income level and weak development ability. Groups, put forward nine types of groups that need to be focused on at the current stage, these nine groups include skilled workers, scientific research personnel, small and medium-sized business owners and self-employed industrial and commercial households, college graduates, high-quality farmers, employees in new employment forms, and urban farmers.
