The survey results of the Qingpu District Consumer Protection Committee on a number of cigarette retail stores within its jurisdiction show that most cigarette retail stores sell cigarettes with a single pack of more than 100 yuan, mainly in the following two situations:
First, the official price exceeds 100 yuan.

Since the current cigarette sales price is in an "open" state, except for direct sales points, the sales price of cigarettes is sold according to the principle of independent pricing. When the supply is tight, it may be higher than the official price. Therefore, some official prices do not exceed 100. Yuan, but the actual selling price is more than 100 Yuan.
Among them, the more common supply of over 100 yuan cigarettes is Zhonghua (Golden Zhongzhi), and the rarer ones are Panda cigarettes (hard classic).
Several shop owners revealed to investigators that the most mysterious high-priced cigarettes are Liqun (Fuchun Mountain Residence), known as the first cigarette in China. Although the official price is 100 yuan per pack, the actual market price is much higher than that due to the scarcity of supply. The official pricing is priceless.
It is reported that in 2012, the State Tobacco Administration issued a special work opinion on "high-priced cigarettes", which clearly required that the retail price of cigarettes should not exceed 1,000 yuan/200 sticks, that is, the retail price of a pack of cigarettes should not be higher than 100 yuan.
There are rumors that starting from July 2021, the restrictions on "high-priced cigarettes" will be slowly loosened, which means that the maximum price limit of 1,000 yuan per cigarette will be cancelled.
The Qingpu District Consumer Protection Committee said that although the restrictions on "high-priced cigarettes" have been lifted, the tobacco monopoly market still needs to be strictly regulated.
The Qingpu District Tobacco Bureau will further strengthen the price detection of the cigarette market, accurately track and control the market demand, keep abreast of the retail prices and marketing trends of high-priced cigarettes, and adopt expansion and increments to stabilize retail prices and ensure stable market prices.
At the same time, the Qingpu Consumer Protection Committee also reminded consumers to buy cigarettes from regular merchants with tobacco monopoly retail licenses, and do not buy cigarettes from informal channels, unlicensed households or online, and beware of being deceived.
